Estimator – Electrical Utilities (ASP1 / Transmission & Distribution)
Position Overview
Our client is a leading principal contractor in the electrical utilities sector, delivering essential infrastructure across NSW's fast-growing urban and industrial corridors.
The business specialises in end-to-end delivery of high and low voltage distribution network infrastructure within the ASP1 contestable works framework. Projects span new network connections, capacity upgrades, service relocations, and subdivision developments.
In this Estimator role, you are responsible for producing accurate, buildable, and commercially robust cost estimates across overhead and underground distribution projects.
You will work closely with engineering, design, and delivery teams to ensure estimates reflect real-world construction methodology, network standards, and safe delivery practices.
Key Responsibilities
* Prepare detailed cost estimates for overhead and underground distribution projects, including ASP1 works
* Develop first-principles cost build-ups from concept designs, scopes, and work packs
* Produce BOQs, material take-offs, labour and plant schedules, and subcontractor pricing
* Interpret electrical and civil drawings, schematics, and construction documentation
* Price works in line with construction methodology, sequencing, and site conditions
* Review scopes to identify risks, gaps, and opportunities prior to submission
* Support tender submissions, bid pricing, and commercial review processes
* Liaise with internal teams and clients to clarify scope and delivery requirements
* Conduct site visits where required to validate assumptions and conditions
* Identify value engineering and cost optimisation opportunities
* Support variations, claims, and project delivery commercial input
* Maintain estimating benchmarks, cost databases, and historical pricing records
* Stay current with market rates, utilities standards, and construction methods
Requirements
* 5+ years' estimating experience in electrical utilities, transmission, or distribution environments (civil backgrounds considered)
* Strong experience in ASP1 contestable works and NSW distribution network projects
* Proven ability to build first-principles estimates from drawings and scopes
* Strong understanding of overhead and underground construction methodologies
* Experience pricing labour, plant, materials, and subcontract packages
* Ability to interpret electrical and civil drawings and work packs
* Strong commercial awareness with a focus on constructibility and delivery outcomes
* Proficiency in estimating tools, Excel, and cost tracking systems
* Strong analytical skills with attention to detail under tender deadlines
* Excellent communication skills across engineering and delivery teams
* Experience with Tier 1 utilities or major infrastructure contractors
* Exposure to overhead line construction, underground cabling, and network relocations
* Familiarity with estimating systems, cost libraries, and benchmarking tools
* Understanding of utility standards and live network environments
