Job Description
HOBAN Recruitment is seeking an experienced EL2 Director - Policy & Strategy to lead complex reform initiatives within a major national program located in ANY LOCATION. This is a high-impact leadership role driving end-to-end policy, strategy, and commissioning outcomes within a fast-paced, high-profile environment. About the Role
Lead large-scale reform initiatives, delivering policy design through to implementation across national programs Drive strategic commissioning, translating policy intent into service models, procurement approaches, and market delivery Oversee and mentor small, high-performing teams (typically 5-6 staff), fostering collaboration and strong outcomes
Provide expert policy advice on complex, sensitive and high-profile matters with significant executive and ministerial visibility Design and deliver policy frameworks, service models and reform strategies aligned to organisational priorities Manage stakeholder engagement across government, industry and community, including navigating complex authorising environments
Lead governance processes, ensuring robust decision-making, compliance, and delivery against strategic objectives Contribute to broader branch leadership, shaping culture and driving continuous improvement Benefits

About You Proven experience leading teams within the public sector to deliver complex reform programs, policy and strategy
Demonstrated ability to deliver end-to-end government reform, including implementation-not just policy development Strong influencing, negotiation and stakeholder engagement skills in politically sensitive environments Experience operating within complex governance and authorising environments, balancing competing priorities
Advanced strategic thinking, policy design and problem-solving capability Strong judgement, decision-making and governance expertise A collaborative leader who connects people, ideas and outcomes
Experience in strategic commissioning, including procurement design, market engagement and contract frameworks Knowledge of legislation, Commonwealth procurement rules and (ideally) the disability sector Relevant tertiary qualifications or equivalent professional experience (highly desirable)
