Job Description

The Engineering Authority is responsible for managing the coastal structures and seabed asset lifecycle within the Ports of Townsville and Lucinda. The role involves assessing the condition and performance of marine and port infrastructure, developing renewal and replacement strategies, planning and executing projects, and ensuring the optimal lifecycle management of assets. The Authority also provides technical expertise and support in the early stages of marine asset development projects, primarily focused on front‐end engineering design, feasibility studies, concept development, and preliminary engineering activities. The Authority collaborates with cross‐functional teams to efficiently manage the asset lifecycle, align with industry standards and regulatory requirements, optimise asset performance, and minimise the risk of asset failure.

Annual Salary $157,296 - $166,352 (excluding Super)

Responsibilities

* Manage and oversee port marine assets throughout their life cycle, including acquisition, utilisation, maintenance, and disposal; analyse performance to identify trends and support decision‐making for maintenance programs, optimisation, capital planning, and lifecycle management.
* Develop coastal structure, seabed, and other marine infrastructure asset strategies based on condition assessments, performance data, and port objectives to maximise asset lifespan, optimise costs, and minimise total ownership cost within the port's budgetary requirements.
* Develop predictive analytics models to identify potential asset failures, optimise maintenance strategies, and implement risk mitigation measures to minimise disruptions.
* Develop and coordinate the maintenance dredging programme of works as a critical seabed asset maintenance strategy.
* Conduct regular inspections and assessments of assets to determine condition, remaining useful life, and renewal/replacement needs.
* Develop and maintain the port's Asset Management Plans and associated programmes, and contribute to the review of the Strategic Asset Management Plan.
* Utilise the port's planning systems to support asset lifecycle management, including planning for renewals, replacements, and disposals.
* Collaborate with maintenance teams to ensure timely execution of planned maintenance tasks and effective utilisation of resources.
* Conduct feasibility studies and evaluate project requirements, technical constraints, and potential risks.
* Implement quality assurance measures to maintain design integrity and reliability.
* Collaborate with stakeholders to develop project scope, objectives, and design criteria.
* Prepare and review engineering deliverables, including concept design, process flow diagrams, equipment specifications, and cost estimates.
* Collaborate with project managers, engineers, and other stakeholders to develop project plans, schedules, and budgets for asset development projects.
* Coordinate with internal teams, contractors, and vendors to execute asset projects effectively.
* Participate in project meetings, provide technical expertise, and address design‐related challenges or issues.
* Procure necessary materials, equipment, and services required for asset lifecycle activities.
* Prepare technical documentation, reports, and presentations for internal and external stakeholders.
* Maintain accurate records and databases related to asset engineering planning, development, and design activities.
* Identify opportunities for process improvement, cost optimisation, and efficiency gains in asset management practices.
* Collaborate with internal stakeholders such as operations, finance, and environmental teams and engage with external stakeholders including regulatory bodies, shipping lines, and port users.
* Contribute to the development and enhancement of engineering standards, guidelines, and procedures.
* Contribute to the business unit planning and budgeting processes to ensure proposed programmes are risk based, prioritised, and defendable.
* Contribute to the port's strategic plans including the Statement of Corporate Intent, Corporate Plan, and Port Vision 2050.
* Ensure appropriate health and safety, environmental management, quality, and information security practices are implemented for all works to comply with the port's policies and relevant legislation.
* Comply with all relevant legislation, codes of practice and standards.
* Promote a Zero Harm culture and continual improvement in health and safety management and performance.

Qualifications

* Bachelor's degree in engineering (or equivalent) and membership of, or eligibility for, membership of the Institute of Engineers Australia (or equivalent).
* Registered Professional Engineer Queensland (RPEQ) licence or ability to obtain within 12 months of commencing the role.
* Possession of a current Queensland open driver's licence or ability to transfer from an interstate or overseas licence upon commencement.

Software / Systems Skills

* Proficient in engineering design software, simulation tools, and computer‐aided design (CAD).
* Advanced skills in Microsoft Office applications (e.g. Word, Excel).
* Experience in using Enterprise Resource Planning systems such as Oracle, SAP or TechOne.
