The Bureau is looking for an experienced and highly motivated Radio Frequency (RF) and Spectrum Officer. The Bureau is highly dependent on its RF spectrum allocations to ensure extensive active and passive RF meteorological observations can be conducted without interference or degradation. protecting the Bureau's services through the analysis of the potential performance impacts of wind farm developments on the Bureau's observing system assets, including weather radars. The position will also support RF analysis for the acquisition and maintenance of spectrum licenses and determining non-ionising radiation safety zones for Bureau RF systems.

This is a key position within the Operational Technology and Engineering (OTE) team, which forms part of the Observing Systems and Operations (OSO) Program. The role provides specialist advice and will lead the development and implementation of processes that will ensure systematic delivery of quality outcomes for observing infrastructure architecture and equipment.

Operational Technology and Engineering is made up of a diverse team of specialists and engineers and specialists responsible for the development and design of engineering and technological solutions, incorporating level three support, on a range of technologies spanning from radars to rainfall stations, drifting buoys to dedicated observations and satellites to ships at sea so as to meet business needs.

The Spectrum Officer, reporting to the EL1 Spectrum Manager will be responsible for:

- Analysis for the impacts of wind farms in relation to the performance of Bureau sensors;
- RF analysis for the acquisition and maintenance of spectrum licences;
- RF analysis to determine non-ionising radiation safety zones for occupational and general public safety for Bureau RF systems.

The successful applicant will have extensive technical experience in RF propagation, interference and path loss calculations, reflectivity, spectrum allocation management, software modelling and physical measurements. The successful applicant will be able to apply this RF expertise to weather radars, wind profilers, ionosondes, RF communications links, active and passive satellite measurements.

To be successful you will have:

- Proven ability to work within a team environment
- Extensive RF technical and RF modelling experience
- Experience with scripting and coding, preferably with Python or MATLAB
- Strong analytical skills and creative problem-solving skills
- Demonstrated experience in prioritising and managing numerous concurrent tasks.
- Strong communication and liaison skills
- Enthusiasm and drive.
- High level coordination and reporting skills
- Demonstrated experience in managing systems within a Commonwealth or internationally regulated industry
- Experience in modelling or measuring EMI/EMC/RADHAZ, and radar physical returns
- Experience working with Quality (ISO9001), and systems engineering (ISO15288)

The key duties of the position include:

1. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.
2. Support observing equipment, including weather radars, location and operation by modelling radar coverage, interference, and propagation to analyse the potential impact of wind farms on observations.
3. Support analysis for all aspects of the Bureau's spectrum allocations.
4. Develop RF models as required to support current and future Bureau observations and equipment.
5. Provide RF advice in support or WHS matters.
6. Develop, evaluate, and review manuals, standards, instructions, and specifications, and provide advice on the selection, design, calibration and use of RF equipment. Ensure the provision of high-quality system documentation.
7. Liaise closely with relevant clients and stakeholders in the Bureau to ensure effective coordination between observations and engineering output activities and those in other areas spanning observations and engineering applications, operations, research, and development. Maintain liaison with external agencies as appropriate. Lead and supervise staff as directed.
8. Participate in ensuring the quality and effectiveness of products and services and the ongoing development, implementation, and continual improvement of the quality management system to achieve and maintain the ongoing certification of compliance with the ISO 9001 Quality Management Standard
9. Demonstrate commitment to the Bureau’s values and behaviours, APS Employment Principles and Code of Conduct, and the Bureau Way
10. Demonstrated commitment to development and implementation of systems and engineering processes such as ISO55000 Asset Management, ISO 15288, Systems Engineering, and Integrated Logistics Systems.
11. Participate in ensuring the quality and effectiveness of products and services and the ongoing development, implementation and continual improvement of the quality management system to achieve and maintain the ongoing certification of compliance with the ISO 9001 quality management Standard
