About the opportunity
The role is a 3‑year full‑time contract (renewable for another 3 years) reporting to the Finance Manager. It involves overseeing all financial accounting functions, ensuring compliance with statutory and donor requirements, and maintaining internal controls.
Responsibilities
- Ensure the integrity, accuracy, and timeliness of the Secretariat’s financial records.
- Oversee financial accounting processes, statutory compliance, and internal controls to safeguard assets and meet donor, funding, and accounting standards.
- Lead day‑to‑day financial operations, including financial transactions and operational accounting activities.
- Prepare, present and clear annual audited accounts within required timeframes.
- Provide accurate, relevant financial information to support management decision‑making, audits and financial reporting.
- Implement and maintain compliance with International Public Sector Accounting Standards (IPSAS).
- Apply an understanding of the FFA Strategic Plan and Roadmap for Sustainable Pacific Fisheries to guide financial planning and activities.
- Contribute to the development of annual tasks aligned with the Business Plan.
- Support the formulation of the Annual Work Programme and Budget (AWPB) and revised budgets.
- Maintain detailed working knowledge of internal policy documents such as the Financial Regulations, Corporate Governance Policy, and Financial Procedures Manual.

Qualifications

- Advanced financial analytical skills and technical accounting expertise.
- Experience leading compliance and reporting initiatives.
- Experience with financial management systems in similar organisations.
- Strong knowledge of IPSAS and donor reporting requirements.
- Proven ability to supervise staff and lead accounting functions in a cross‑cultural setting.
