Senior Finance Officer

The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content.

Who we are

The Corporate and Research Division partners with business areas across the ACMA, to provide enterprise wide enabling services and strategic advice so that the ACMA can achieve its purpose. The Division facilitates this through the delivery of key corporate functions including financial management, property services, security, procurement advice, performance reporting, research and data, digital and technology services, human resources, communications, and governance services.

The Finance, Reporting and Operations Branch (FRO) is responsible for ensuring the financial sustainability and security of the ACMA through financial, procurement, facilities and physical security services and advice, including providing assurance over the various revenue streams collected on behalf of the Commonwealth. The Branch is also responsible for the ACMA's strategic planning and performance reporting requirements including the Portfolio Charging Review.

The Revenue, Cost Recovery, Budgets and Operations Section is responsible for providing assurance over the various revenue streams collected on behalf of the Commonwealth and are the custodians of the cost recovery policy advice the management of the agency's internal and external budget and the ACMA's accounts processing and debt recovery, banking, and payment card administration.

Core functions and services for the section include:

* Leading the revenue assurance process for assessing and collecting revenue on behalf of the Australian Government through radiocommunications and telecommunications taxes, levies, fees and charges and managing the revenue assurance framework that supports the assessment and collection of these revenue streams.
* Responsibility for maintaining and reporting on ACMA's internal end-to-end cost recovery processes, including the staff survey and ACMA's Activity Based Management (ABM), coordinating the development, consultation and publication of annual Cost Recovery Implementation Statements (CRIS) and leading and developing processes for the implementation and delivery of new cost recovery activities and functions.
* Manage the delivery of ACMA's Commonwealth Budget Cycle deliverables, including PBS, PAES, MYEFO, and the Portfolio Budget Submission.
* Lead the development and management of the ACMA internal budget.
* Managing the financial operations of the ACMA such as Accounts Payable, Accounts Receivable, Debt management and Banking functions, preparing data for reporting to stakeholders on a monthly and ad-hoc basis, administration of credit cards and management of official hospitality, gifts and benefits.

Our Ideal Candidate

We are seeking a highly motivated and experienced Senior Finance Officer who:

* Engages with and builds working relationships with internal and external customers, stakeholders, and service providers.
* Can communicates complex issues and tailors concepts clearly to the audience, seeks different viewpoints and provides input into decisions supported by professional judgement.
* Suggests innovation as appropriate and understands the roles, responsibilities and relationships between tasks and areas.
* Is flexible and able to plan and monitor work processes, manage the work of others, initiate workplace changes and meet agreed performance expectations.
* Gathers information on issues and analyses this systematically and logically for area of responsibility and consider wider agency implications to foster and support Section/Branch/ACMA goals and objectives to meet assigned outcomes.
* Takes personal responsibility for meeting objectives and progressing own work and work of others.
* Monitors, reviews, and evaluates team and individual performance, provides and accepts regular feedback and remains positive and responds to pressure in a calm manner.
* Exemplifies a healthy and safe working environment, modelling and promoting ethical behaviour and practices consistent with the APS Code of Conduct.


The key duties of the position include:

As the APS 6 in Financial Operations, you will play a critical role in the financial operations within the ACMA and will assist under limited direction to provide support across the following ACMA activities:

* overseeing day-to-day processing of operational tasks which include but are not limited to Accounts Payable, Accounts Receivable and Payment Card Administration as required.
* assisting with the timely completion of daily, monthly reconciliation processes.
* ensuring service level timeframes are deliveredon receiving operational requests.
* managing allocated caseloads and tasks through to completion
* identifying and escalating more complex issues to ensure timely resolution.
* assisting with compiling financial accounting and management reports, including undertaking compliance audit and reporting on credit cards
* administration of Official Hospitality, Gifts, Benefits and Business Catering quarterly reporting
* contributing to the annual review and/or implementation of user guides and/or standard operational procedures
* any other duties as required or agreed to with the manager/supervisor.
* providing support to junior staff in the team and the wider section where required to ensure timely delivery of key section priorities.

To be eligible for employment with the ACMA, applicants must be Australian citizens.

The successful applicant must be able to obtain and maintain a baseline security clearance or hold a current security clearance of an appropriate level. More information on the security clearance vetting process is available on the Australian Government Security Vetting Agency (AGSVA) website.
