The ICT Category Management and Sourcing team within the Department of Customer Services, Open Data and Small and Family Business provides leadership and expertise in strategic procurement, ICT category management, and sourcing to deliver innovative and cost-effective wireless communication solutions across the Queensland Government. The team plays a pivotal role in driving the government's ICT procurement reform agenda by engaging with industry and stakeholders, establishing whole-of-government contracts, Standing Offer Arrangements, and supply panels, and fostering strong partnerships with agency customers. Using best practice contract management methodologies, the team ensures contracts meet government expectations, deliver anticipated benefits, and provide subject matter expertise and governance for procurement activities.
A key focus of the team is the Government Wireless Network (GWN), a mission-critical voice and narrowband-data digital network supporting Police, Fire, and Ambulance services in Southeast Queensland. The GWN is one of the largest deployments of Project 25 Phase 2 technology globally, with approximately 186 radio transmission sites, a 24/7 Network Operations Centre and Service Desk, 15 Public Safety Agency Communication Centres, and over 22,000 portable and mobile radios.
It supports more than 17,500 frontline emergency services personnel, providing 99% population coverage across a 30,000-square-kilometre area stretching from Tweed Heads in the south, to Oakey in the west, and Gympie in the north. Delivered as a managed service by a private sector provider under the GWN Services Agreement, the GWN ensures secure and reliable communication for Queensland's emergency services. The GWN Contract Directorate acts as the Government's agent, overseeing all aspects of the network's delivery and operation, including maintaining and updating the GWN Services Agreement.
As The Principal Contract Manager, You Will
* Monitor the performance of GWN service providers to ensure the delivery of reliable, secure, and efficient wireless communication solutions across the Queensland Government.
* Provide strategic advice and recommendations to the Contract Director to support informed decision-making.
* Proactively manage the GWN services agreement, ensuring compliance with contractual obligations and alignment with government objectives.
* Oversee and manage service provider processes and procedures to maintain high standards of service delivery.
Your Responsibilities
* Lead complex analysis of performance indicators and the implementation ofgovernance, monitoring and reporting frameworks.
* Prepare monthly and quarterly performance reporting for review and endorsement under the contract governance model.
* Conduct regular contract monitoring reviews, analyse data and identify trends with implications for service delivery in terms of compliance, performance, expenditure and operational matters
* Provide underpinning data on service performance on which financial abatements due to the State from non-performance by the GWN service provider would be calculated.
* Lead and facilitate the development and drafting of contractual documents relating to the GWN.
* Evaluate service providers operational performance and assess trends/issues on the GWN performance data
* Ensure State Beneficiary-supplied items are provided in accordance with the service agreement.
* Advise, develop, monitor and evaluate contract administration tools, processes, procedures and practices relating to Contract Directorate activities.
* Manage the development, administration and implementation of dispute resolution strategies and procedures around contractual agreements and business activities.
* Arrange and manage formal assessments on any modifications to services agreements in relation to expansions, technology changes, requests for funding variations and issues arising from performance.
