Metro Mining Limited (ASX: MMI) is an Australian mining company based in Brisbane, operating the Bauxite Hills Operation 95 km north of Weipa.
Manager, Risk & Compliance – responsible for designing, implementing and continually improving the Group's risk and compliance frameworks across corporate governance, operational risk, mining tenure, insurance, workforce compliance and key site‐based regulatory obligations, with a focus on the Bauxite Hills Mine.
Enterprise Risk Management
* Own, maintain and continually improve the Group's Enterprise Risk Management Framework aligned to ISO 31000 and the ASX Corporate Governance Principles.
* Maintain the corporate, operational and project-level risk registers including consolidated material risks reported to the Board.
* Facilitate periodic risk workshops with the Executive Leadership Team and operational areas.
* Prepare quarterly risk reporting to the Audit & Risk Committee, including emerging risk briefings and risk appetite monitoring.
Compliance Frameworks
* Maintain the Group's Compliance Management Framework and obligations register mapping applicable legislation, regulations, licences, permits, contracts and standards.
* Manage the Group's policy framework, including policy register, review cadence, version control and approvals.
* Develop and deliver compliance training across the workforce, including induction, refresher and role‐based training.
* Manage compliance breach reporting, investigation, and corrective action tracking.
Insurance Program
* Manage the Group's corporate insurance program.
* Lead annual broker engagement, underwriter submissions, declarations and renewal strategy.
* Coordinate claims management, including notifications, supporting documentation and liaison with brokers, loss adjusters and underwriters.
* Maintain the schedule of certificates of currency and respond to counterparty insurance enquiries.
Mining Act and Tenure Compliance
* Maintain compliance oversight of all obligations under the Mineral Resources Act 1989 (Qld) and associated tenure conditions for the Bauxite Hills Mining Leases.
* Coordinate lifecycle compliance calendar covering rents, statutory reports, expenditure commitments, relinquishments and renewals.
* Liaise with the Department of Resources on tenure‐related matters, audits and information requests, in coordination with Legal and Mine Planning.
* Support the Group's response to royalty audits and reviews conducted by the Queensland Revenue Office.
* Maintain the central register of mining tenements and ancillary agreements.
EA Conditions and Approvals
* Coordinate Group-level assurance over compliance with EA conditions for the Bauxite Hills Mine and associated approvals.
* Support the Senior Manager Environment, Communities and Tenements with non‐compliance notification processes, including environmental incident notifications.
* Support engagement with the regulator on amendment applications, transitional environmental programmes and PRCP milestones.
Work Health and Safety Governance
* Provide governance-level oversight of WHS compliance under the Mining and Quarrying Safety and Health Act 1999 (Qld) and the Work Health and Safety Act 2011 (Qld) and the marine WHS regime applicable to vessels and barge operations.
* Support the Site Senior Executive and operational HSE leadership in maintaining the Safety and Health Management System (SHMS).
* Provide governance-level oversight of WHS obligations register and oversee compliance components of incident notification, investigation and regulator liaison protocols.
* Coordinate integration of WHS risks into the enterprise risk register and Audit & Risk Committee reporting.
* Monitor regulatory developments, including industrial manslaughter and psychosocial hazard obligations, and lead the Group's response to material legislative change.
Industrial Relations and Workforce Compliance
* Provide compliance oversight of obligations under the Fair Work Act 2009, applicable Awards and common law contract arrangements.
* Partner with People & Culture on compliance assurance over wage compliance, right‐to‐work, working time, fitness for work and contractor management obligations.
* Support the Group's strategy development on employee relations, third‐party involvement risk, right of entry approach, contingency planning, protected industrial action protocols and business continuity arrangements.
About you
* Relevant Background: Tertiary qualifications in law, risk, governance, business, commerce or a related discipline, with strong experience in risk, compliance, governance or regulatory roles. Experience within mining, resources, infrastructure or other highly regulated industries will be highly regarded.
* Risk and Governance Capability: Demonstrated capability in enterprise risk management, compliance frameworks, policy governance, control monitoring and Board or committee reporting, ideally in an ASX‐listed or similarly governed environment.
* Communication and Influence: Strong written and verbal communication skills, with the ability to engage effectively with executives, operational teams, Board committees, regulators and external advisers.
* Approach: Organised, pragmatic and detail‐oriented, with strong judgement, resilience and the ability to balance governance discipline with commercial and operational realities.
