Main Purpose:
The Assistant Terminal Manager supports the Terminal Manager, Bulwer in the safe and efficient delivery of operations and maintenance at the Bulwer Bitumen Facility; including supply and stock management, production, asset management, control of operating costs, and implementation of efficiency improvements.

This role provides terminal staff and contractors with leadership and supervision of Bulwer Bitumen Facility operations and maintenance ensuring compliance with all Puma and statutory requirements. This includes the maintenance of Level 3 SAPS compliance

Knowledge Skills and Abilities, Key Responsibilities:
KEY RESPONSIBLITIES

Operations
- Support the Terminal Manager to manage operations to be safe and reliable, including:

- Coordinate the daily production scheduling to suit the customer forecasting and orders, with the customer service team;
- Monitor stock measurement and supply situation, and advise stakeholders of supply or quality issues, in particular potential customer impacts;
- Coordinate the efficient and safe discharge of products from ships with the shore officers on duty;
- Hold wharf attendant and shore officer accreditation to be able to perform duties as leave coverage;
- Minimise the impact of equipment breakdowns by quickly trouble-shooting problems and implementing effective solutions;
- Support the reliable operation of the site distributed control system and automated gantry loading systems to ensure safe, efficient plant operation, including technical support and diagnosis of system faults to minimise downtime.
- Maintain strong relationships with Customers and Internal stakeholders (Sales, Supply and Customer Service) to communicate supply issues;

Work Health and Safety
- Support site compliance with all statutory requirements with respect to health, safety and the environment. This will include the following:

- Assist in Bulwer Bitumen maintaining a SAPS Rating of Level 3;
- Proactive management of health, safety and environment issues;
- Full use of HSE reporting system to monitor, control and investigate incidents;
- Ensure systems in place to meet Environmental licence requirements;
- Ensure site holds current licences and that licence conditions are met

Maintenance
- Support the Maintenance Supervisor with the delivery of maintenance activities for the Bulwer Island and Kirra Street facilities, including;
- Support the maintenance work management process;
- Identification, capture and prioritisation of defects for the sites;
- Support the scheduling of short and long term planned work required to be carried out at the required intervals, considering operational constraints and available resources;
- Ensuring all planned and scheduled work is completed safely and efficiently, with accompanying documentation;
- Maintain work areas, tooling and equipment to an appropriate standard;
- Accurately record all work-related history information and costs;
- Use Puma's CMMS (computer maintenance management system) for required maintenance functions for Bulwer Island and Kirra Street facilities;
- Ensure Bulwer Island and Kirra Street facilities' maintenance tasks and duties are carried out in accordance with the Puma SAPS system;
- Ensure the Terminals continue to comply with relevant Australian standards and other regulatory requirements to meet our legal operating obligations;
- Manage contractors to Puma SAPS requirements and site requirements;
- Write, develop and maintain procedures, work instructions and provide MOC and Operational Analysis for works on site;
- Manage the Permit to Work and SAPS safety system as required for day to day maintenance and works;
- Supervise major terminal works upgrades and planned equipment TAR/Shutdowns, including the Permit to Work and SAPS safety system requirements

Capex
- Manage those Capex projects delegated by the Terminal Manager including:

- Prepare cost estimates and proposal documents;
- Arrange proper engineering designs where required;
- Deliver construction to meet time and cost plans;
- Ensure all work that is carried out is compliant with Puma and Australian Standards

Financial
- Monitor operations and maintenance to ensure costs and expenditure are minimised and remain within budget

Leadership/Team Development
- Lead and develop staff to grow capability and competence while fostering proactive teamwork with other groups.
- Provide coverage for the Terminal Manager when required;
- Assign tasks and review in accordance with SAPS requirements;
- Manage own performance and mentor team members;
- Celebrate success within the team;
- Contribute to the development of a positive culture

**REQUIREMENTS**:
Qualification
- Tertiary education in an Engineering related discipline or relevant Trade Certification; business related qualification is also beneficial

Experience, Skills & Competencies
- Minimum 5 years' operations experience preferably within the Oil Industry or similar
- The ability to lead, motivate
