Job Overview
Manage and perform work associated with coordinating, negotiating, and administering procurement proposals, bids, and contracts with suppliers/vendors.
Responsibilities
* Coordinate the preparation of contract and bid documents, ensuring appropriate approvals are obtained throughout the process.
* Collect and analyze technical, financial, and legal information as input to contract and bid documents.
* Liaise with applicable technical, finance or legal teams on matters requiring review.
* Document performance and service level agreements and monitor vendor/supplier performance against those agreements.
* Define appropriate supplier selection to cover project needs based on tender strategy and ensure CatM strategy implementation.
* Align on Offer and Contracting way (firm price, escalations, lump-sum, BOQ, etc.) for key items.
* Set, ensure and follow up Supply Chain Management (SCM) scope to fulfill required project timeline and quality of deliveries.
* Identify potential SCM risks and opportunities, define mitigation actions, and monitor risk during project execution.
* Ensure procurement timeline is aligned with project needs and monitor/executive product and service deliverables.
* Ensure SCM Order Handling processes are followed timely by all involved stakeholders.
* Serve as single point of contact for escalations related to SCM issues and lead required SCM stakeholder meetings and initiatives.
* Engage in project core team meetings and contribute to Business Unit reviews on behalf of SCM.
* Maintain accurate SCM data in ERP tools, provide periodical procurement reports, and update the organization about SCM health status.
* Ensure compliance with applicable external and internal regulations, procedures, and guidelines.
Qualifications
* Master's or bachelor's degree in Electrical/Mechanical Engineering, business administration or a relevant qualification.
* Minimum 10-15 years of professional experience in a project environment for Power Quality & HVDC substations, Renewable Energy and Process Industries in EPC/Engineering packages.
* Depth knowledge and exposure in Sourcing with leadership skills and minimum 10 years in supply chain function.
* Experience sourcing various EHV Electrical instruments (Reactors, Cooling Systems, Transformer, Circuit Breakers, ITs, GIS, Structures, HV/LT Switch boards, HV/LV Cables, etc.) from inland and international supply base.
* Minimum 2 years of procurement experience for tailored equipment.
* Good knowledge of processes in large and complex industrial or power quality projects, strength in commercial/legal aspects of purchasing and experience with capital project business, transnational process, and SAP Project Systems.
* Skilled communicator, capable of interfacing with numerous external and internal parties at different levels.
* Proficiency in both spoken & written English.
