The role will be responsible for, but not limited to:
* Leading the business analysis activities in a multi-disciplinary agile delivery team in pre-discovery, discovery and design and delivery.
* Plan and document user interviews, understand and document both high level and detailed business problems, and analyse root causes
* Design and facilitate workshops and interviews that include a variety of internal and external stakeholders across all levels
* Managing stakeholder groups to develop a partnership with the business and foster a productive working environment
* Transform defined business needs into outcomes and problem statements for large scale Government applications and complex systems
* Communicate well, using professional judgement to evaluate risks and in the context of a complex and changing environment
* Foster a positive workplace culture
* Assist in mentoring and upskilling less experienced team members
* Provide analysis on complex issues and contribute to the management, preparation and coordination of policy formulation and/or project management.
* Work within a multi-disciplinary agile team to achieve common outcomes
* Engage with cross-functional teams, including developers, data engineers, and business analysts, to ensure integrations align with business goals and objectives.
* Perform additional duties or assume responsibility of functions as directed from time to time.
Applicants located outside of Canberra will be required to travel to Canberra for operational reasons as directed (e.g. onboarding, planning exercises [1-2 times per quarter], in person training, etc.). Any required travel will be discussed in advance and notice given wherever practicable.

Essential criteria
1. • Five plus years' experience as a Systems Analyst.
• Proven ability to deliver in a project and program environment under limited guidance.
• Proven ability to plan, run and document user interviews with open ended engagement, eliciting both high level and detailed business problems and analysing root causes.
• Detailed knowledge of and experience in the analysis and design of software solutions constructed using Ingres database engine.
• Proven ability to translate business and user needs, using various methods and drawing out technical outcomes in line with user outcomes.
• Proven ability to work as part of a collaborative and highly motivated team.
• Proven ability to identify and plan capability maturity improvements and business process improvements.
• Strong communication skills, with the ability to translate between business and technical terminology.
• Proven ability to communicate with influence, negotiate outcomes and manage complex stakeholder relationships.
• Demonstrated personal drive and integrity whilst achieving results within legislative parameters.
• Experience in and desire to mentor and upskill less experienced team members.
Desirable criteria
1. • Experience and knowledge with election Management system (midrange system) to support business outcomes.
• Experience working in agile delivery teams including discovery and design.
• Relevant tertiary qualifications or requisite experience.
• Knowledge of system integration with the ability to analyse which systems can be brought together and work together.
• Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
Job Type: Contract
Contract length: 24 months
Pay: $120.00 – $150.00 per hour
Expected hours: No more than 40 per week
