What we are looking for:
We are seeking an experienced Senior Civil Engineer to lead the delivery of our most significant and complex water, sewage, and waste services infrastructure projects. These multiyear projects, with budgets of up to $40M, are critical to achieving Council’s strategic and operational objectives.
You will coordinate the complete project lifecycle — from procurement documentation through design, construction, commissioning, and post-project validation — ensuring outcomes that meet community needs and demonstrate value for money.
What your day will look like:
- Plan and Program Capital Works
- Lead assessment, planning, and scheduling of major water, sewage, and waste infrastructure projects, influencing CAPEX outcomes and ensuring readiness for delivery.
- Manage End-to-End Project Delivery
- Oversee the full lifecycle of critical projects (up to $40M), including design, procurement, construction, commissioning, and post-project validation.
- Lead Contract and Tender Processes
- Prepare and manage contracts under AS standards, lead tender assessments, ensure compliance, and deliver value-for-money outcomes.
- Direct Project Teams and Resources
- Allocate staff and contract resources, balance workloads, and provide leadership across multidisciplinary teams to achieve project milestones.
- Monitor Progress and Financials
- Prepare accurate monthly and quarterly reports, manage subsidy claims, and track expenditure against budgets and KPIs.
- Ensure Governance and Risk Management
- Act as Superintendent’s Representative, make informed contract decisions, mitigate risks, and maintain compliance with Council procedures and governance frameworks.

What you’ll need for success:
- Record of achievement at a senior level in projects related to the delivery of capital works preferably gained within in a water/wastewater environment.
- Experience in project management and contract management procedures including practical experience in managing project teams planning, programming and budgetary control of projects up to $40M.
- Asset management skills.
- Knowledge of applicable Australian Water Industry Acts, Regulations, environmental and quality management systems and continuous improvement programmes.
- Computer literacy utilising the Microsoft suite of products.
- Current Class C Queensland Driver's Licence.

- Post graduate qualifications in a relevant discipline.
- Membership of a relevant professional association.
- Certified PRINCE2 Practitioner
