The Opportunity


The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Broadcasting Multimedia Manager within Digital Recording Services Branch.

An opportunity exists to lead the Broadcasting Multimedia Team of four Multimedia Operators as part of the Parliamentary Broadcasting Operations section within the Digital Recording Services Branch at Parliament House.

The Digital Recording Services Branch is responsible for broadcasting and archiving the audiovisual record of chamber and committee proceedings and for producing the official written record of parliamentary debates and committee hearings, known as the Hansard.

The Broadcasting Multimedia Team are responsible for recording and archiving the video and audio of all parliamentary proceedings and maintaining them as part of the National Record of the Federal Parliament of Australia.


Who we are looking for


Our ideal Broadcast Multimedia manager will have:

Demonstrated high level experience in Video and Audio editing.

Demonstrated experience leading a small team and working collaboratively with a wide variety of stakeholders.

Demonstrated Experience of Video and Audio editing.

Experience managing a Digital Video and Audio Archive.

Willingness to work around the dynamic requirements of the Parliament.

Job Specific Requirements:

* Appropriate Video and Audio Editing Qualifications (e.g. Diploma of Screen and Media or equivalent), or equivalent relevant experience are highly desirable.
* A strong understanding of Archiving, with an emphasis on Digital Archiving.
* The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Duty Statement


Classification: Parliamentary Service Level 6

Branch: Digital Recording Services Branch

Section: Parliamentary Broadcasting Services

Immediate supervisor: Assistant Director, Parliamentary Broadcasting

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following:

1. Lead a team of Multimedia operators to deliver a wide range of broadcasting, audio and video recording and editing services to the Parliament.

2. Provide operational support and high-level advice to staff and management on multimedia and associated broadcasting matters.

3. Supervise daily operational activities and coordinate the workload, training and development of Multimedia staff.

4. Provide comprehensive advice and direction of editing, recording and multimedia material distribution to clients of DPS.

5. Provide and manage content for Australian Federal Parliamentary social media.

6. Other duties as directed.

Selection Criteria:

* Demonstrated capacity to provide technical and creative leadership through extensive knowledge, understanding and experience in a broadcasting, multimedia, and digital content management environments with a strong focus on video editing, digital video and audio recording and a comprehensive knowledge of server-based management of digital media content libraries.

* Demonstrated ability to plan multiple work schedules and productions in an efficient and cost-effective way.

* A strong client focus and demonstrated capacity to negotiate with clients to ascertain and meet their needs.

* Demonstrated leadership, commitment to teamwork and high-level communication skills.

* A current awareness and understanding of the latest technologies and methods used in the broadcasting, multimedia and digital content management.

Note: Employees may be deployed to duties of an equivalent level in this area of the section to meet changing work priorities. They will be required to work extended and/or irregular hours on an "as required" basis. Performing Parliamentary Broadcasting Officer duties may require interstate travel as directed.

Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

Salary


Currently, the salary range for this position is $97,841 - $109,967 per annum.


Conditions of Employment


Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

* Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.

* Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.

* Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
