Principal Financial Analyst (Temporary – up to May 2027)

Join our Financial and Corporate Services Division at the Ministry of Health for an exciting temporary opportunity and be part of the team enriching health in millions of ways every day.


About us

The Office of the Deputy Secretary, Finance and Corporate Services and Chief Financial Officer provides strategic leadership, governance, and oversight of operational processes within the Financial and Corporate Services Division. Core functions include:

* Streamlining business processes, ensuring timely responses to Division priorities, and communicating key financial and system updates.
* Supporting the transmission of evidence based financial advice to Ministers, the Executive and stakeholders, turning complex data into insights that guide decision making and policy development.
* Playing a key role in anticipating emerging risks, driving best practice financial management, and building strong partnerships to align system priorities.
* Supporting capability building and leading transformation initiatives that strengthen governance, optimise processes and embed continuous improvement across the Division.
* Managing Corporate Services functions across 1 Reserve Road including travel, invoicing and Pcard processing.


Responsibilities

* Provide expert financial advice to support the development, implementation and maintenance of financial policy, procedures and strategic initiatives for NSW Health.
* Provide highly specialised expert financial and economic advice to enable the robust evaluation of NSW Health cabinet submissions and business cases.
* Undertake complex financial analyses of Health Entity cost and revenue structures to provide input to financial performance assessments and the development/revision of cost allocation and funding methodologies.
* Contribute to the efficient and effective functioning of the Financial and Corporate Services division through the identification and implementation of improvements in financial practices and processes, including the development and/or revision of Finance policy and procedures manuals.
* Plan, manage and monitor projects assigned by the Deputy Chief Financial Officer or Chief Financial Officer to ensure project outcomes within agreed budgets and timeframes.
* Prepare high quality correspondence, reports, submissions and briefings for the Deputy Chief Financial Officer, Chief Financial Officer, Ministry’s Executive, the Minister and other relevant stakeholders.


Qualifications

* Tertiary qualifications in a relevant financial or economics related discipline.
* Demonstrated experience in the conduct of both economic and financial evaluations of business cases and funding submissions.
* Demonstrated knowledge and understanding of public sector accounting requirements and financial management procedures including the Public Finance and Audit Act, Treasurers Directions, Health Service Accounting Procedures Manual and relevant legislation and regulations, and the principles of accrual accounting.
* Extensive skills and experience in complex financial analyses and cost allocation methodologies in a large and diverse organisation.
* Demonstrated high-level skills and experience in using financial management information systems, spreadsheets, word processing, data bases and other office software packages.


Additional Information

* This recruitment may be used to create a Talent Pool for similar future roles (ongoing or temporary) that may arise over the next 18 months.
* This is a temporary role and there may be opportunities for ongoing employment at grade.
* Please note that the selection process will include a range of comparative assessment techniques to assist in determining your suitability for the role.


Salary and Working Conditions

Starting salary from $149,739 – $173,174 plus Super and annual leave loading. 35-hour work week. Work location: 1 Reserve Road, St Leonards.
