Brimbank City Council is entering a critical chapter. Connected Brimbank is a flagship, fully funded transformation program that will reshape how the organisation works - from ERP replacement and digital platforms through to the culture, capability, and ways of working across every directorate.

The role

This is not a business‐as‐usual project management position. The Program Manager will lead delivery of the full program lifecycle across a multi‐million‐dollar investment spanning five years - from roadmap revalidation and procurement through to implementation, change management, go‐live, and post‐implementation stabilisation. Reporting directly to the Director Corporate Services and engaging directly with the Executive Leadership Team and key governance forums, you will lead a cross‐functional team of Council employees, contractors, and vendor personnel, and serve as the primary point of accountability for one of the most significant transformation programs the organisation has undertaken.

The person appointed will help shape not just systems, but how Brimbank as an organisation operates, now and into the future.

What you'll be doing
* Lead end‐to‐end program delivery across all phases: scope, procurement, implementation, go‐live, stabilisation, and benefits realisation, within agreed scope, schedule, and budget
* Co‐lead the ERP procurement process, including market analysis, tender development, evaluation, negotiation, and contract execution
* Establish and maintain a robust program governance framework, risk register, assurance and executive reporting cadence that keeps the Director, ELT, and Council Committee well‐informed at every stage
* Develop and oversee a comprehensive organisational change management and communications strategy that maximises adoption and minimises disruption to service delivery
* Drive stakeholder engagement across the Executive Leadership Team, Information Management and Technology, Finance, HR, and operational directorates
* Manage a significant multi‐year program budget with rigorous forecasting, expenditure tracking, and variance reporting
* Lead and motivate a high‐performing, multidisciplinary program team - fostering a culture of collaboration, accountability, and continuous improvement
What we're looking for
* A proven track record of delivering large‐scale, complex technology change programs within a Public Sector environment (Local Council ideally), including ERP implementations or digital transformation within scope, schedule, and budget
* Exceptional stakeholder engagement and communication skills, with the ability to influence and build trusted relationships at Executive and senior level
* Deep expertise in organisational change management, including change strategy design, training programs, and communications planning
* Strong financial management capability across multi‐year program budgets, forecasting, and benefits realisation
* Experience operating robust governance, risk, and assurance frameworks with executive‐level reporting accountability
* An engaging, authentic leadership style with the ability to build and develop cross‐functional teams including contractors and vendor personnel
