Health Safety Specialist
We are seeking a highly skilled and experienced Health Safety Specialist to join our project, a 319 Megawatt (MWp) solar farm in Victoria, Australia. This solar farm aims to deliver affordable, reliable, and clean energy to Victorian homes and businesses.
Your Role and Responsibilities:
This role will see you influencing employees, contractors, and visitors on all Health & Safety matters in line with Bouygues Construction policies and procedures. The Health Safety Specialist will provide support, coordination, and advice on HSE practices, systems, and procedures within the Project and develop and administer education and compliance programs for employees, contractors, and visitors.
* HSE Coordination: Communicate HSE requirements to subcontractors onsite.
* HSE Verification: Review subcontractor HSE Interview Questionnaires and verify the capability of the subcontractor to deliver the required work task to agreed HSE standards.
* Risk Management: Report any key issues to the project leadership team and regional HSE management.
* HSE Training: Assist in identification of key areas and develop HSE training needs analysis (safety and L&D supporters).
* Monitoring and Reporting: Assist/carry out monitoring of current competencies and support ongoing development needs.
* Training Delivery: Deliver training throughout the project (where client allows).
* Incident Investigations: Assist in incident investigations and report to appropriate personnel.
* Safety Inductions: Prepare project or workplace HSE inductions and prepare, conduct, and/or coordinate HSE training programs.
* HSE System Review: Regularly review project HSE systems and plans against activity requirements.
* Data Entry: Enter and extract data from incident management system.
Qualifications and Experience:
* Diploma in Occupational Health and Safety: Diploma in Safety in Occupational Health and Safety or equivalent.
* Cert IV in Environmental Management: Cert IV in Environmental Management.
* Bachelor Degree: Bachelor degree in Safety, Environment, Engineering, Project Management, or other associated disciplines.
* ISO45001 Lead Auditor Qualification: ISO45001 and/or ISO 14001 Lead Auditor Qualification.
* HSE Practitioner Experience: Previous experience as a HSE Practitioner in Construction and Engineering, heavy industry, or other high-risk industry.
* Victorian Legislation Knowledge: Previous experience working under Victorian Workplace Health and Safety legislation and Codes of Practice.
* Solar Farm Experience: Preferred previous experience in Solar Farms in regional Victoria.
* Business Administration: Knowledge of business administration.
* HSE Management Tools: Capability of using HSE management and technique tools/software.
* Incident Reporting: Incident report and management skill.
Skills and Knowledge Required:
* HSE Management Techniques: Skill in HSE management techniques and tools.
* Risk Assessment: Quantitative and qualitative risk assessment and monitoring of risk controls and actions involved in delivery and implementation of projects.
* Data Analysis: Skills in data gathering, statistical and trend analysis.
* Auditing: Conducting and interpreting audits and reviews.
* Document Management: Skills in document management processes including recording, monitoring, and archiving and producing routine written communications.
* HSE Improvements: Skills in identifying HSE improvements to systems, processes, and/or products.
* Computer Software: Experience using relevant computer software packages; use of basic functions of word processing, spreadsheet, and email software.
* Performance Monitoring: Monitoring, reporting, and continuous improvement on performance, compliance, and defects and/or non-conformance.
* Basic Risk Activities: Training in basic risk activities and programs to small groups.
* IMS Procedures: Knowledge of Safety & Rehabilitation Management Systems and relevant IMS procedures.
* Environmental Standards: Knowledge of Environmental Management Systems and relevant IMS procedures.
* Legislation Knowledge: Knowledge of applicable standards especially AS/NZS 14001:2016 and AS/NZS 45001: 2018.
* Safety Legislation: Knowledge of Safety legislation and statutes, and ability to interpret any applicable statutes or legislation relevant to the Project.
* Environmental Legislation: Knowledge of Environmental legislation and statutes, and ability to interpret any applicable statutes or legislation relevant to the Project.
* Project Management Structure: Expert in project management structure, plans, and implications for HSE and accountabilities.
* Auditing and Compliance: Knowledge of auditing, HSE inspections, and compliance reporting procedures and processes.
* Compliance Reporting: Knowledge of compliance and reporting procedures and processes.
* Document Compliance: Knowledge of document compliance procedures and processes and understanding of technology to support HSE systems.
* Naming Convention: Ability to implement naming convention and document control strategies within a project-based system.
* Incident Management: Understanding of Incident Management and reporting involving multiple internal and external parties.
