Due to the nature of our work, all candidates will be subject to due diligence checks and extensive background checks where appropriate.Project Description:The Australian Humanitarian Partnership (AHP) is a humanitarian and disaster management partnership between the Australian Government's Department of Foreign Affairs and Trade (DFAT) and 6 leading Australian humanitarian non-government organisations (NGOs), and their downstream partners. The partnership delivers DFAT's global humanitarian assistance to civil society organisations in rapid onset and protracted crises and long-term Disaster Risk Reduction programs in the Pacific and Timor-Leste. The AHP Support Unit (AHPSU) is a team supporting the implementation of the partnership through overall coordination, contract and operations management, monitoring evaluation and learning and communications. Alinea International manages the AHPSU.About the work:The Program Officer - MEL is responsible for directly supporting the monitoring, evaluation and learning (MEL) team, with targeted assistance to the AHPSU operations and the communications and visibility team as required. The role supports the AHPSU MEL Manager with oversight of AHP evaluations and reviews, tracking and review of partner reports, the management and analysis of data in the AHPSU's data information system, and 6 month and annual AHPSU reporting to DFAT. The position also assists with the AHPSU learning agenda and provides logistics support for learning events and workshops. Other key logistics functions include supporting strategic meetings, steering committees, workshops and seminars and response activations. This is an excellent entry-level position for someone with an interest in monitoring, evaluation and learning in the international development/humanitarian sector. The position will work closely with the operations team to support management of grants and operational data, and to backstop key functions of the operations team as required. Assistance will be provided to the Communications & Visibility Manager to support the development of communications and media outputs and assist with regular social media posts, development of field stories and managing the AHP photo library.This role would suit someone starting their career in international development with strong initiative and excellent interpersonal skills. The role is a great opportunity to gain an all-round perspective of the humanitarian space in Australia, develop skills in the international development/humanitarian sector and gain exposure to the work of non-government organisations and DFAT.The Role:The Program Officer – MEL primary responsibilities will focus on monitoring, evaluation and learning (MEL), AHPSU operations and communications and visibility as required. Responsibilities will include:MEL support:working directly with the AHPSU MEL Manager, the position will support a range of AHPSU MEL activities including logistics support for independent evaluations (e.g. assisting to develop terms of reference, advertising the evaluation opportunity, identifying non-compliant applicants, and collating management responses); AHPSU annual reporting including quantitative data analysis and review of indicator data (e.g. data entry, data cleaning, review and analysis of quantitative data); maintenance and regular update of AHP reporting templates; tracking and logging MEL reviews of partner reports and supporting communication with partners as part of the review and feedback process; tracking and logging evaluation management responses; communications and interactions with key Australian NGO humanitarian partners and MEL focal points; assisting with the AHPSU learning agenda (e.g. sourcing venue, organising catering, managing technology needs, managing participants list, supporting accessibility requirements). Other tasks as identified by the AHPSU MEL Manager.Operations support:including assistance as required for management of grants and operational data, and backstopping key functions of the operations team. Providing key logistics support for a range of AHPSU activities, including routine steering committee meetings, learning events and minute taking at key meetings and events as required.Communications and visibility support:event logistics and support as required; supporting the development of communications outputs including program annual reports; assistance on information-gathering for communications products as required. Other tasks as identified by the AHPSU Communications & Visibility Manager.Other duties and tasks, as required.Required Qualifications:
* Demonstrated experience in program administration and/or monitoring and evaluation and/or social research, preferably in the international aid and development sector or equivalent.
* Strong computer and systems skills, including MS Office, particularly Excel and Word.
* Excellent written and verbal communication skills.
* The ability to work in a small team, work independently as required, and take initiative in completing assigned tasks.
* The ability to work to deadlines and at times in a high-pressure environment.
* Academic qualifications in international development, monitoring and evaluation, communications or equivalent. Individuals working toward qualifications in these sectors will also be considered.
* An interest in monitoring, evaluation and learning to improve development outcomes and ensure accountability.
* Experience working with NGOs and/or with the Australian Government would be beneficial.
* An understanding of Australia's humanitarian sector or development programs would be beneficial.
