Business Analyst
* Lead discovery and process mapping, identifying pain points, controls, and compliance gaps.
* Produce right-sized artefacts (current/future state maps, user stories, decision papers) and maintain living traceability from requirement → design → test → release → benefits.
* Partner with Change/Training to convert requirements into role-based procedures, help content, and UAT scenarios; ensure business ownership and sign-off.
* Set up and run SME engagement plans with SLAs for feedback/approvals; monitor and escalate slippage early with data.
* Support UAT and go-live/hyper care: defect triage inputs, workaround definition, and readiness checklists.
* Maintain a single source of truth for requirements, decisions, risks and actions (RAID/decision log), ensuring clear ownership, due dates and escalation paths.
* Assist with procurement documentation to support Council's procurement requirements.
* Assist in the writing test scripts and scenarios in line with requirements.
What you'll need to succeed
* Proven BA track record delivering requirements from elicitation to approval and maintaining traceability through design, build, test, and deployment; crafts well-formed epics/stories with acceptance criteria.
* Council-context fluency: understands Rates/Property/Permits/Compliance/Customer processes and constraints; translates legislation/policy into operational rules and service design.
* Advanced interpersonal and negotiation skills; able to de-escalate tension, separate positions from interests, and refocus on shared outcomes (service quality, compliance, risk).
* Experience managing requirements documentation from stakeholder elicitation to approval to requirements tractability in design, build and deployment.
* Exceptional written/oral communication; produces readable artefacts (executive summaries, visuals, story maps) and tight pre-reads that reduce meeting time and enable quick decisions.
* Skilled at facilitating workshops (discovery, process mapping, backlog refinement, decision forums) and converting outcomes into concise artefacts (BRDs, user stories, decision logs, RACI).
* Information & data literacy: understands data quality, lineage, reporting, and decision-making needs; partners with Data/Analytics to define fit-for-purpose models.
* Tooling: advanced Excel/Word/PowerPoint/Teams, Jira/Azure Boards for backlog/traceability; Visio/Miro/FigJam for mapping; familiarity with TechOne/GIS advantageous.
* Ways of working: effective in Agile, Waterfall, and hybrid environments; applies definition of ready/done, change control, and release planning.
