Primary objective
Responsible for contributing to the development, coordination, and implementation of health policies, programs, and
commissioning activities for remote primary health care in the Northern Territory. Provide high-quality policy, project, and
analytical support to align NT approaches with Commonwealth primary care reform and Closing the Gap priorities.
Context statement
This position will be weighted in favour of applicants with remote health and primary care policy development and knowledge of
whole of primary care system revenue through Commonwealth and Territory government sources.
Key duties and responsibilities
1. Support the development and implementation of policy and program initiatives that strengthen primary health care service
delivery in remote NT.
2. Undertake research, data analysis and prepare reports, policy papers, and briefing material to inform decision-making.
3. Assist in monitoring and evaluating PHC programs, frameworks and reporting requirements, including NT AHKPI and IAHP
reporting.
4. Build and maintain collaborative working relationships with Aboriginal Community Controlled Health Organisations (ACCHOs),
NT PHN, AMSANT, government agencies and other stakeholders.
5. Support stakeholder engagement activities, including consultations and co-design processes, ensuring cultural safety and
inclusion.
6. Contribute to continuous improvement in PHC commissioning, planning, and performance monitoring functions.
7. Prepare high-quality written material, including Ministerial briefings, correspondence, and internal reports, within required
timeframes.
8. Follow defined service quality standards, work health and safety policies and procedures to ensure a safe and inclusive
workplace.
Selection criteria
Essential
1. Tertiary qualification in public health, social science or related field, or equivalent relevant experience.
2. Demonstrated experience in policy development, program planning or project management within health or related sectors.
3. Ability to research, analyse and interpret complex data, financial and activity data and provide concise advice and
recommendations.
4. Sound knowledge or understanding of primary health care policy, service delivery and funding mechanisms, particularly for
remote and Aboriginal health contexts.
5. Knowledge of primary health care revenue sources, including government funding models and Federated Funding Agreements
for Primary Health Care service delivery.
Desirable
1. Postgraduate qualifications in health policy, public health, health economics or a related field.
2. Experience working in Aboriginal health or remote health service contexts.
