Position Description: Pre-Contracts Specialist
We are seeking a permanent, Gold Coast-based Pre-Contracts Specialist to work within a leading Project Management and Advisory firm, embedded directly into local council projects. With over 10 years of experience, you will lead the end-to-end tendering, market engagement, and procurement strategies within a high-performing PMO environment before projects are awarded.
Key Responsibilities
* PMO Procurement Leadership: Lead pre-contract and procurement workflows within a structured PMO environment across diverse asset classes.
* Tender Management: Author, structure, and release comprehensive Request for Tender (RFT) and Expression of Interest (EOI) packages for multi-million dollar council pipelines.
* Evaluation & Governance: Lead tender evaluation panels, compile detailed recommendation reports, and ensure flawless probity compliance under the Local Government Act 2009 (QLD).
* Advisory & Strategy: Partner with council executives to advise on optimal market engagement, risk allocation, and delivery models.
* Vendor Pre-qualification: Establish and manage pre-qualified contractor panels to streamline future procurement pipelines.
Key Selection Criteria
* 10+ Years of Expertise: Extensive career history specialized in pre-contracts, sourcing, or procurement management.
* Sector Versatility: Proven track record delivering procurement strategies across civil, infrastructure, building, transport, parks, and open spaces asset classes.
* Environments: Preferred experience working directly within a Local Council or a Client-Side Project Management Consultancy.
* Procurement Acumen: Deep knowledge of public sector sourcing frameworks, probity requirements, and procurement guidelines.
* Systems Literacy: High proficiency in PMO tools and public sector procurement portals (such as VendorPanel).
* Communication: Exceptional negotiation and advisory skills to manage complex stakeholder landscapes smoothly.
Qualifications & Requirements
* Education: Tertiary qualification in Procurement, Business, Engineering, Project Management, Supply Chain, or Quantity Surveying.
* Compliance: Ability to pass a National Police Check and a current QLD Driver's License.
