The Department of Justice and Community Safety is seeking a Part-Time Regional Relief and Recovery Manager to job share for up to 4 months to provide a critical role within the Loddon Mallee region.

DJCS Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
Emergency Recovery Victoria
Emergency Management Victoria (EMV) is responsible for state and regional coordination of relief and recovery for all emergencies to help communities in emergencies and to build back better and emerge stronger. EMV sits within the Department of Justice and Community Safety. Depending on the context, this position works directly with impacted communities, all levels of government, agencies and industry. The role coordinates real, effective and timely multi-agency support to meet the needs of communities in recovery after a major emergency.
This is a job share opportunity for 4 months, with the substantive Regional Recovery Manager. As an operational role, in a dynamic team, this position needs coverage for this time.
The Regional Recovery Coordination, Operations and Programs Division under EMV has three operational teams:
* Regional Relief and Recovery East - including the regions of Hume, East Metro, Southern Metro and Gippsland
* Regional Relief and Recovery West – including the regions of Loddon Mallee, North West Metro, Barwon South West and Grampians
* Recovery Programs Coordination and Delivery - responsible for the establishment and delivery of recovery programs at a state, regional and local level.
About the Role
The Regional Relief and Recovery Manager is responsible for a team of Regional Relief and Recovery staff who lead divisional and regional planning for relief and recovery preparedness and to coordinate EMV's relief and recovery response to emergency events.
This includes representing EMV at regional and municipal planning meetings, leading emergency relief and recovery planning and operations (as directed by the Director, Regional Relief and Recovery) and maintaining business continuity, readiness, training, and occupational health, safety and wellbeing for the regional teams. During and after an emergency, you will coordinate relief and recovery. As such you may be required to work outside of normal business hours and on operational rosters and standby arrangements. Teams you lead may grow significantly during relief and recovery activities and you will have the ability to adapt, delegate and elevate as required.

About you
To be successful in this role, you will have:
* Demonstrated knowledge of relevant government legislation.
* Demonstrated knowledge of Victoria's emergency management arrangements.
* Experience of emergency management activities, including a good understanding and the ability to work with regional and local government areas.
* Strong emergency management, operational relief and/or recovery experience, and coordination skills.
* Well-developed capacity to engage with community at all levels, building trusted relationships.
* Understanding of policy and strategy and ability to contribute to their development.
* Experienced in both field and office environments.
* Exceptional relationship management capability in order to liaise with internal and external stakeholders.
Qualifications/requirements
* A full Victorian driver's licence is required for this role due to the need to respond to emergencies across the State at short notice and outside business hours as required. This role requires work related travel across metropolitan and regional Victoria, on occasion and can be at very short notice. The department will consider all reasonable adjustments for candidates with a disability.
* Relevant qualifications/experience related to disaster relief and/or recovery, policy, emergency management or management highly desirable.
* A strong understanding of the processes and levers that apply to government is desirable.
