POSITION DESCRIPTION

Directorate: Cultural & Community

Service: Sport, Recreation & Cemeteries

Location: South Street Depot, Katoomba

Classification: Band 5

Position Purpose / Objective

The Landscape Architect, Graduate supports the planning, design, and delivery of public open space and recreation projects across the municipality/organisation.

Working within a multidisciplinary team within the Sport, Recreation and Cemetery service, the role contributes to the creation of inclusive, sustainable, and high-quality parks, streetscapes, and recreational facilities that respond to community needs and strategic objectives.

This position provides hands on experience across the full project lifecycle, from strategic planning and concept design through to documentation, procurement, and construction support.

Relationships

Reports to: Program Leader, Sport, Recreation and Cemetery Services

Staff Responsibility: Nil

Key Internal Relationships: Transport and Public Access Service, Environment Service, Libraries and Information Service, Strategic Resource Allocation Service, City Wide Strategic Planning Service, Project Delivery Service, Place Management Service

Key External Relationships: External suppliers, consultants and contractors, recreational user groups and general community members

Specific Responsibilities

Open Space & Recreation Planning

* Assist in the preparation of open space, parks, cemetery and recreation Master Plans and Plans of Management
* Support site analysis, community needs assessments, and precedent research
* Contribute to open space strategies, public realm frameworks, feasibility studies and Review of Environmental Factors (REF/Part 5)
* Assist with community and stakeholder engagement activities

Design & Documentation

* Prepare concept and developed designs for parks, playgrounds, streetscapes, and recreation facilities
* Assist with landscape documentation packages including plans, details, schedules, and specifications
* Prepare visual material for council, stakeholder, and community presentations
* Support the preparation of cost estimates and design responses to budget constraints

Project Delivery & Coordination

* Assist with consultant coordination including engineers, ecologists, playground suppliers, and contractors
* Participate in site inspections and construction phase support
* Assist with contract administration tasks and respond to RFIs under supervision
* Support compliance with relevant standards, codes, and accessibility requirements

Team & Organisational Support

* Work collaboratively within the Sport, Recreation and Cemeteries Service and across council departments
* Support asset management, maintenance planning, and handover documentation
* Contribute to continuous improvement of design standards and guidelines

Branch Management

* Contribute to the development of work programs, annual budgets, corporate planning and other business activities as directed
* Lead or contribute to the development, management and acquisition of internal and external funding applications
* Lead or contribute to the development and implementation of strategic planning documents, such as the Community Strategic Plan, Master Plans or Plans of Management
* Prepare correspondence, council reports, media releases as required/directed
* Ensure compliance with Council's commitments through policies such as Code of Conduct, equal employment opportunity, and health and safety
* Keep the Program Leader informed on all matters which are likely to impact on Council and the community in the short or long term
* Deliver other roles and responsibilities as directed by the Program Leader or Manager

Workplace Health & Safety

Ensure compliance with WHS obligations and responsibilities as outlined in Council's policies and procedures and under the relevant WHS legislation. Identify potentially unsafe situations or work practices, notify the Supervisor or Manager, and follow safety instructions. Use supplied equipment and personal protective equipment as required. Report unsafe work, comply with the Council's Asbestos Management Plan, and maintain a safe work environment.

Compliance & Risk

Support the team in ensuring that risk management responsibilities as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the ERM Framework) are met, with the goal of ensuring potential issues are identified and reported in a timely manner.

Communication

Provide key role in the design and construction of public open space projects, involving consultation and negotiations with internal stakeholders and the community, elected Council and external agencies. Represent Council, facilitate dialogues, and demonstrate strong verbal and written communication, conflict resolution, positive influence, and interpersonal skills.

Judgement & Problem Solving

Employ highly developed judgement, problem solving and project management skills. Manage multiple projects concurrently, address complex issues affecting design and community engagement, and exhibit effective interpersonal and leadership skills.

Authority

* Effectively manage budget focus areas under control, including a project budget up to $1M
* Handle delegations associated with statutory functions of the position
* Execute matters delegated from the Manager, Recreation, Aquatic and Cemetery Services

Skill, Experience, Qualifications & Behavioural Competencies

Essential

* Tertiary qualifications in Landscape Architecture
* Demonstrated experience in Landscape Architecture projects, such as open space, urban design or infrastructure projects
* Ability to project plan and undertake multiple tasks concurrently
* Strong communication, interpersonal, negotiation and public relation skills
* High level analytical and problem‐solving skills
* Knowledge of risk management principles and procedures
* Experience using office, geographic information systems and design applications including Rhino, Vectorworks, AutoCAD, Adobe Suite
* Understanding of and commitment to Work Health & Safety and Equal Opportunity principles
* Current Class C driver's licence

Desirable

* Qualifications or experience in Project Management
* Experience in procurement and contract management
* Experience working in or with Local Government
* Experience preparing or contributing to open space strategic plans
