Executive Manager Compliance and Operations
Ballardong Aboriginal Corporation (BAC) is the recognised Ballardong Noongar Regional Corporation established under the South-West Native Title Settlement and Indigenous Land Use Agreement (ILUA). The Opportunity
Ballardong Aboriginal Corporation is seeking a highly capable and values-driven Executive Manager Compliance & Operations to provide strategic leadership across the Corporation's governance, compliance, operational systems and corporate services functions.
This is a senior leadership role responsible for ensuring BAC operates effectively, transparently and in accordance with its legal, cultural, governance and funding obligations. The role works closely with the CEO, Board of Directors and Leadership Team to strengthen organisational systems, support strategic growth, and ensure the Corporation delivers high-quality services to the Ballardong community.
The Executive Manager Compliance & Operations will oversee governance and compliance frameworks, operational management, risk and policy systems, organisational administration, financial and grant compliance processes, and continuous improvement initiatives.
The role also contributes to the long-term development of BAC as a strong and respected Aboriginal Corporation within the Ballardong and broader Noongar ecosystem.
Key Responsibilities
a. Strategic Leadership
Provide strategic leadership across governance, compliance, operations and corporate services functions.
Contribute as a key member of the BAC Executive Leadership Team.
Support the CEO and Board in organisational planning, decision-making and strategic implementation.
Lead organisational improvement initiatives that strengthen systems, accountability and operational performance.
Promote a culturally safe, collaborative and high-performing workplace culture aligned with BAC values.
b. Governance & Compliance
Ensure BAC meets all governance and compliance obligations under:
• Corporations (Aboriginal and Torres Strait Islander) Act 2006 (CATSI Act)
• Office of the Registrar of Indigenous Corporations (ORIC) requirements
• Native Title and Prescribed Body Corporate (PBC) obligations
• Funding agreements and grant conditions
• Workplace health and safety legislation
• Privacy and records management legislation.
Lead the development and implementation of governance frameworks, policies and compliance systems.
Oversee Board governance processes including agendas, reports, minutes and resolutions.
Coordinate internal and external audit processes and ensure audit recommendations are implemented.
Maintain organisational risk management and compliance registers.
Ensure organisational policies and procedures remain current and effective.
c. Operations & Corporate Services
Oversee day-to-day operational management of BAC offices, facilities, assets and organisational systems.
Lead corporate services functions including administration, records management, procurement and contractor coordination.
Ensure BAC's digital systems, databases and operational platforms are maintained and effectively utilised.
Support the implementation of efficient systems and workflows that improve organisational performance.
Oversee organisational asset management including vehicles, technology and infrastructure.
Work closely with the CEO and Finance function to ensure sound financial governance and accountability.
Monitor operational budgets, expenditure and financial reporting processes.
Oversee procurement and purchasing practices to ensure compliance with BAC policies.
Support funding compliance, grant reporting and acquittal processes across all program areas.
Assist with financial planning, budgeting and forecasting activities.
d. Leadership & Stakeholder Engagement
Lead and mentor staff within governance, administration and operations functions.
Build strong relationships with community members, Traditional Owners, government agencies, funding bodies and partner organisations.
Support strong communication and engagement between BAC, its members and stakeholders.
Represent BAC professionally in meetings, forums and partnerships where required.
Selection Criteria
Strong value alignment with Ballardong Corporation's vison, mission and purpose.
Demonstrated senior leadership experience in governance, compliance, operations and corporate services management.
Strong understanding of Aboriginal Corporation governance requirements including CATSI Act, ORIC obligations and PBC responsibilities.
Experience developing and implementing organisational governance and compliance frameworks.
Demonstrated experience overseeing operational systems, administration and organisational processes.
Strong financial management and grant compliance experience including budgeting, reporting and acquittals.
Experience leading organisational improvement and change management initiatives.
Excellent communication, negotiation and stakeholder engagement skills.
Ability to provide strategic advice and exercise sound judgement in complex environments.
Demonstrated ability to lead and support teams in a culturally respectful and collaborative manner.
Advanced computer and systems management skills including Microsoft Office and organisational software platforms.
Current Australian Driver's Licence.
National Police Clearance (issued within the last six months).
Work from the BAC Northam office at least 3 days each week.
Availability to travel throughout the Ballardong region when required.
Relevant tertiary qualification in Governance, Business Management, Law, Public Administration or related discipline.
Experience working within an Aboriginal organisation, Native Title body or community-controlled organisation.
Understanding of Noongar culture and the South-West Native Title Settlement Agreement.
Experience working with Boards and Aboriginal community governance structures.
