The North Australian Aboriginal Family Legal Service (NAAFLS) is an Aboriginal Community Controlled Family Violence Prevention Legal Service (FVPLS) providing culturally safe legal and non-legal support services to Aboriginal and Torres Strait Islander victim survivors across the Top End of the Northern Territory.

About the Leaving Violence Program (LVP)
The Leaving Violence Program (LVP) is a Commonwealth-funded initiative supporting victim survivors of intimate partner violence to access financial assistance, case management, safety planning, referral pathways and practical supports to assist them to establish lives free from violence.
NAAFLS delivers the Top End Regional Trial of the LVP across urban, regional, remote and very remote communities throughout the Northern Territory.
Position Overview
The LVP Manager is responsible for the operational management, financial oversight, and governance support of the Leaving Violence Program across Darwin and Katherine. The role ensures the program is delivered in a consistent, accountable, and high-quality manner, aligned with Commonwealth funding requirements, organisational priorities, and service delivery standards.
The position reports directly to the Chief Executive Officer (CEO) and provides leadership and oversight to the LVP Coordinator. In this capacity, the LVP Manager ensures effective implementation of program systems, operational frameworks, and reporting requirements, supporting coordinated and consistent service delivery across the program.
The role is responsible for maintaining high-quality service delivery standards and consistent practice frameworks, while ensuring strong program accountability through effective budget monitoring, stakeholder engagement, quality assurance processes, data integrity, and compliance with Commonwealth funding and reporting obligations. This includes supporting audit readiness, strengthening governance systems, and contributing to continuous improvement across program operations and outcomes.
KEY RESPONSIBILITES Program Management
* Provide oversight of program delivery through the LVP Coordinator, ensuring alignment with funding obligations, service standards, and organisational priorities.
* Ensure program delivery aligns with Commonwealth funding agreements, organisational priorities, and service standards.
* Provide governance oversight of operational systems, workflows, and intake processes delivered through the LVP Coordinator.
* Monitor program performance and escalate systemic issues to the CEO as required.
* Contribute to continuous improvement initiatives across program operations and service delivery systems.
Financial Oversight & Budget Monitoring
* Provide oversight of program budgets, forecasting, and expenditure tracking.
* Monitor brokerage expenditure to ensure compliance with funding guidelines and organisational delegations.
* Support financial reconciliation processes, acquittals, and reporting requirements in collaboration with Finance.
* Identify financial risks, trends, and variances and elevate appropriately.
* Ensure procurement and approval processes comply with organisational governance requirements.
Reporting, Data Integrity & Compliance
* Ensure timely and accurate Commonwealth reporting obligations are met (including DEX and related systems).
* Maintain oversight of data integrity, accuracy, and consistency across program systems.
* Support preparation for audits, program reviews, and funding body compliance assessments.
* Ensure adherence to program guidelines, organisational policies, and contractual requirements.
* Provide structured reporting and updates to the CEO and Executive leadership as required.
Operational Oversight (via Coordinator)
* Provide oversight and support to the LVP Coordinator in implementation of intake systems and operational workflows.
* Ensure consistent application of trauma-informed and culturally safe practice frameworks.
* Monitor operational performance, service risks, and system issues.
* Ensure alignment between operational delivery and program governance requirements.
* Support resolution of escalated operational matters.
Workforce Leadership & Capability
* Provide leadership and supervision to the LVP Coordinator.
* Support workforce coordination, role clarity, and operational consistency across the program.
* Contribute to staff capability development through structured performance support and feedback.
* Support wellbeing, supervision frameworks, and performance processes in collaboration with HR.
* Ensure leadership structures support safe, accountable, and effective service delivery.
Quality Assurance & Risk Management
* Maintain oversight of quality assurance processes, audits, and practice reviews.
* Identify service delivery risks, system gaps, and operational issues.
* Ensure risk management frameworks are applied consistently across the program.
* Support implementation of corrective actions arising from audits, reviews, or evaluations.
* Contribute to continuous improvement of service delivery systems and frameworks.
Stakeholder Engagement
* Maintain effective relationships with internal stakeholders and program partners.
* Participate in interagency forums and sector collaboration activities.
* Engage with Aboriginal community-controlled organisations and government stakeholders to support coordinated service responses.
* Contribute to sector discussions relating to domestic and family violence system improvement and service integration.
SELECTION CRITERIA
* Tertiary qualifications in finance, accounting, business, public administration, social policy, human services, or a related discipline.
* Demonstrated experience in program management or senior operational coordination roles within Commonwealth-funded or government service environments.
* Strong experience in budget monitoring, financial oversight, and expenditure tracking, including grant or brokerage-based funding models.
* Demonstrated understanding of compliance frameworks, governance requirements, and contractual reporting obligations.
* Experience supporting Commonwealth reporting systems (e.g. DEX or equivalent) and ensuring data integrity and reporting accuracy.
* Demonstrated capability in risk identification, issue escalation, and operational governance in complex service environments.
* Highly developed written and verbal communication skills, including preparation of structured reports for executive audiences.
* Experience working within domestic, family, and sexual violence service systems, with understanding of trauma-informed and culturally safe practice.
* Ability to operate effectively within a senior leadership structure and support program governance requirements.
* Current Northern Territory Driver Licence and ability to obtain required clearances (Ochre Card and National Criminal History Check).
* Experience working within an Aboriginal Community Controlled Organisation (ACCO).
* Experience supporting Commonwealth audits, program evaluations, or external reviews.
* Understanding of remote service delivery contexts in the Northern Territory.
* Experience contributing to quality improvement, program design, or service development initiatives.
* Knowledge of family law, child protection, or justice system interfaces.
Employment Conditions
* Some travel across the Northern Territory, including remote travel and overnight stays, may be required.
