Subcontracts Administrator

Amentum is seeking a Subcontracts Administrator for our program in Alice Springs, Australia.

Overview

Job Focus: Responsible for all phases of subcontract administration, from acquisition planning to closeout, ensuring compliance with government policies and procedures. Work independently with some instruction, solution-oriented, demonstrating good judgement and business acumen, and collaborating with stakeholders and other departments.

Responsibilities

* Prepare, review, and maintain subcontract and procurement documentation, including acquisition plans, agreements, SOWs, certifications, and correspondence, in compliance with regulations such as CPSR and FAR/DFARS.
* Develop, manage, and maintain subcontract files, including monitoring deliverables, modifications, and correspondence, while ensuring compliance and supporting closeout processes.
* Evaluate proposals, quotations, and RFPs; conduct negotiations with subcontractors regarding terms, conditions, and pricing; and prepare associated documentation.
* Coordinate with internal stakeholders (HR, finance, AP, program teams) and external stakeholders (subcontractors, service providers) to ensure seamless workflow and issue resolution.
* Manage the lifecycle of agreements (NDAs, teaming agreements, subcontracts, CTAs) from drafting to negotiation and execution, ensuring alignment with company policy and regulatory requirements.
* Conduct compliance oversight and provide guidance to project teams on regulations (CPSR, FAR/DFARS) and internal procedures to ensure legal and company standards are met.
* Provide proposal support, including issuing RFPs/RFQs, conducting data calls, and participating in kickoff and stand‐up meetings for new projects.
* Deliver subcontract training for staff, recommend process improvements, and ensure that project and subcontract goals are met.
* Track and evaluate subcontractor performance, including cost, deliverables, compliance with terms, and small business goals.
* Perform other duties as assigned or requested.

Qualifications

* SCA Level I – Bachelor's degree in business administration or related field and two (2) years of experience in procurement, subcontracts, supply chain or related field; or a master's degree and one (1) year of related experience. Two (2) years of procurement experience may be substituted for each year of the four years of college. Excellent communication and negotiation skills; working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications. Knowledge of subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets).
* SCA Level II – Bachelor's degree in business administration or related field and two (2) years of experience in procurement, subcontracts, supply chain or related field; or one (1) year of related experience. Two (2) years of procurement experience may be substituted for each year of the four years of college. Same skill set as Level I.
* SCA Level III – Bachelor's degree in business administration or related field and five (5) years of experience in procurement, subcontracts, supply chain or related field; or one (3) year of related experience. Two (2) years of procurement experience may be substituted for each year of the four years of college. Same skill set as Levels I–II.
* SCA Level IV – Bachelor's degree in business administration or related field and eight (8) years of experience in subcontracts, procurement, supply chain or related field; or a Master's degree and six (6) years of experience. Two (2) years of procurement experience may be substituted for each year of the four years of college. Same skill set as Levels I–III.

Preferred Qualifications

* Experience with Costpoint or similar ERP system, including the purchasing module.

Other Responsibilities

* Safety – Promote a safety culture, complete all training requirements, participate in emergency response tasks, and serve on safety committees and teams.
* Quality – Uphold the Amentum Quality Policy and carry out job activities in compliance with applicable quality system documents and customer contracts.
* Procedure Compliance – Read, understand, and implement the general and specific operational, safety, quality, and environmental requirements of all plans, procedures and policies pertaining to the role.

Work Environment & Physical Demands

The position is desk-based and sedentary in nature. The ability to lift items up to 5 kg may be required occasionally.

Security Clearance

Employees will initially require an NV1 clearance with the intent of applying for a Top-Secret Positive Vetting (TSPV) Department of Defense Security Clearance (Australian) or TS/SCI (U.S.) clearance.
