Bynoe Community Advancement Cooperative Society Ltd (Bynoe CACS Ltd) is a community-controlled Aboriginal organisation based in the Lower Gulf region of Queensland. We exist to strengthen the social, economic and cultural wellbeing of local Aboriginal people through housing, employment, enterprise and community development.
Following the launch of our Strategic Plan 2026–2029, we are investing in enterprise development to create sustainable revenue streams, increase local participation in key industries and generate meaningful employment opportunities for community.
We are seeking an experienced and practical Project Manager – Enterprise Development to lead this work.
About the Role
Reporting directly to the Chairperson and working closely with the CEO and Management Team, you will identify, scope, develop and implement new enterprise opportunities that align with Bynoe's strategic priorities and create long-term benefits for the Lower Gulf region.
This is a hands‐on role where you will move opportunities from concept through to implementation. You will develop business cases, establish partnerships, assess commercial viability, coordinate projects and build systems that support sustainable enterprise growth.
The role has an initial focus on opportunities associated with civil works, construction and related industries, while also exploring broader enterprise opportunities that align with community needs and organisational priorities.
What We're Looking For

We are looking for someone who understands the realities of remote Australia and can deliver practical outcomes where relationships, adaptability, resilience and problem‐solving are critical.
You will bring:
* Demonstrated experience delivering projects from concept through to implementation.
* Strong commercial and business development capability.
* Experience in remote, regional or Indigenous community environments.
* The ability to develop practical business cases and enterprise models.
* Experience in civil construction, infrastructure, maintenance, local government or related industries.
* Strong stakeholder engagement and partnership-building skills.
* Excellent reporting, governance and project management capabilities.
* The ability to work effectively with Boards, executive leaders, community stakeholders and operational teams.
* Experience working with Aboriginal organisations, Indigenous businesses or community-controlled organisations will be highly regarded.

The successful applicant will be based in Normanton, Queensland and will be expected to maintain a strong on‐ground presence in the Lower Gulf region.
This position will initially be offered on a fixed‐term contract, with ongoing employment subject to performance, organisational requirements and project outcomes.
A National Police Check and verification of qualifications will be required.
