Melbourne-based | Executive Salary | Enterprise operating model transformation | Two-Year Contract
We are partnering with a large, complex organisation seeking a senior Program Director to lead the design and implementation of a future-state Target Operating Model across its enterprise operations and shared services functions.
This is a significant transformation mandate focused on reshaping how core corporate services are structured, governed, delivered, and enabled through processes, technology, service management, workforce capabilities, and supplier partnerships.
The organisation has already completed an initial discovery phase, including a high-level target state, guiding principles and service catalogue. The next phase focuses on the detailed design and implementation of the operating model, defining how services will be delivered, who owns what, which capabilities are required, what should be standardised, and how the model will be embedded in day-to-day operations.
This is not a strategy-only role. The successful person will need to take the Target Operating Model from design into execution, bringing structure, pace and clarity to a complex transformation environment.
The Mandate
You will lead the detailed design, implementation and operationalisation of a future-state operating model across enterprise functions such as Finance, People and Culture, Procurement, Property, Facilities, Legal, Risk, Compliance and broader corporate services.
You will work closely with executive sponsors, senior functional leaders, technology teams, enterprise architecture, service management, change teams and external partners to ensure the model is practical, scalable and aligned to broader organisational priorities.
A key part of the role will be helping the organisation move from siloed ways of working to a more consistent, service-led operating model with clearer governance, service ownership, process standards, platform alignment and measurable benefits.
You will be responsible for:
* Leading the detailed Target Operating Model design and implementation
* Defining the future service delivery model across shared services and enterprise operations
* Clarifying service ownership, governance, decision rights and accountabilities
* Translating a high-level target state into practical delivery plans
* Aligning process, people, technology, data, automation and supplier models
* Simplifying and standardising ways of working across complex business functions
* Resolving key operating model decisions around what is done internally, outsourced, consolidated or redesigned
* Managing cross-functional dependencies, sequencing, risks and implementation trade-offs
* Ensuring digital platforms and service management practices support the future model
* Building a benefits realisation approach linked to efficiency, service quality and performance
* Embedding the operating model into business-as-usual operations through change, transition and capability uplift
What we are looking for:
* Deep experience in Target Operating Model design and execution
* Strong experience across shared services, corporate services or enterprise operations transformation
* A track record leading complex, multi-stream transformation programs
* Strong understanding of service delivery models, process design, governance, platforms and supplier models
* Experience working across both business and technology change
* Executive-level stakeholder management and influencing capability
* Ability to simplify complexity and drive decisions in a matrixed environment
* Strong commercial and financial acumen, including benefits tracking and program budget oversight
* Experience moving from design into delivery, transition and operational embedding
* A calm, structured and pragmatic leadership style
Experience in complex, lower-maturity, or highly matrixed environments will be highly regarded, including the public sector, health, member-based organisations, regulated industries, large corporates, or other enterprise environments.
