TheOpportunity

The Shire ofWyndham East Kimberley (SWEK), has an exciting opportunity for aCivil Project Manager who is responsible for the planning,programming, budgeting, procurement, coordination, delivery, andhandover of Council's civil infrastructure projects and capitalworks programs.

The rolesupports the safe, efficient, and cost-effective delivery of roads,drainage, footpaths, stormwater, sewer, bridges, and other localgovernment assets in accordance with approved budgets, projectobjectives, asset-management priorities, and relevant legislativeand technical requirements.

The positionprovides technical civil-engineering advice and practicalproject-management leadership across the full project lifecycle,from investigation and concept development through design review,tendering, construction supervision, commissioning, handover, andclose-out.

The role alsocontributes to asset planning, condition assessment, data quality,maintenance prioritization, and the continuous improvement ofCouncil's infrastructure systems and services.

Yourresponsibilities will include:

* Lead theend-to-end delivery of civil infrastructure projects andprograms, including roads, drainage, footpaths, stormwater,sewer, bridges, and other municipal assets.
* Prepareor coordinate project scopes, business cases, cost estimates,schedules, risk registers, technical briefs, tender documents,specifications, and contract documentation.
* Reviewengineering designs, drawings, quantities, and technicalsubmissions to ensure compliance, practicality,constructability, safety, and lifecycle value.
* Manageprocurement activities in accordance with Council policy,legislative requirements, and approved delegations, includingquotations, tenders, evaluations, recommendations, and contractaward support.
* Administer contracts,including progress claims, variations, extensions of time,quality records, defects management, practical completion, andfinal handover.
* Act asSuperintendent or Superintendent's Representative whereappointed or otherwise provide contract-administrationoversight appropriate to the role.
* Supervise constructionactivities and contractors on site, ensuring compliance withapproved designs, specifications, standards, environmentalcontrols, WHS obligations, and qualityrequirements.
* Monitorproject budgets, schedules, risks, and performance; identifyissues early; recommend corrective actions; and provideaccurate reporting to management and stakeholders.
* Undertake inspections,investigations, and condition assessments of Councilinfrastructure assets; record defects; and supportasset-renewal and maintenance prioritization.
* Maintainaccurate project, asset, and contract records, includingas-constructed information, GIS and asset-system data, andcompletion documentation.
* Liaisewith internal staff, consultants, contractors, serviceauthorities, developers, regulators, elected members, fundingbodies, and the community to achieve timely and practicalproject outcomes.
* Contribute to continuousimprovement in project delivery, procurement, safety, assetmanagement, and service quality.
* Ensuringthat records are retained in accordance with the StateRecords Act 2000, and that there is appropriate securityaround all electronic and paper-based records through effectivemanagement of access controls, storage and securityprivileges;
* Preparereports for internal committees, Council, and external fundingbodies on project progress, risks, and outcomes.
* Ensurecompliance with all statutory and regulatory obligations,including environmental, heritage, and land tenureconsiderations.
* Maintainaccurate project documentation, drawings, permits, andapprovals.
* Demonstrating thehighest standards of honesty and integrity and carrying outduties in accordance with the Shire's Code of Conduct,policies, organisation directives and procedures.
