State Operations Manager, Major Projects

This is not a single project delivery role. It is full operational ownership of a large scale construction and installation business unit where performance is measured across people, programme, cost, and customer outcomes simultaneously.
You will lead the Victorian delivery operation for a major international building systems and people movement organisation, overseeing a complex portfolio of installation and modernisation projects across multiple live construction environments.
At the centre of this role is leadership. Not just of projects, but of a full construction delivery workforce of 60 plus people, including 10 direct reports across project management and field leadership, and a strong focus on leading and aligning a unionised workforce environment to ensure productivity, safety, and consistent delivery outcomes.
The Role
You will sit above the project layer, accountable for end to end operational performance across multiple concurrent projects.
You will be responsible for leading both the office based project leadership team and the field delivery workforce to ensure consistent execution, commercial control, and programme certainty.
Core accountabilities include:
* Leading and developing a team of 10 direct reports across Project Managers and delivery leaders
* Managing a construction and installation workforce of 60 plus personnel
* Driving operational performance across multiple live projects simultaneously
* Owning forecasting, budgeting, and financial outcomes across the business unit
* Managing labour planning, workforce allocation, and productivity performance
* Overseeing subcontractor performance and delivery outcomes
* Managing key customer relationships and senior level escalations
* Ensuring programme certainty across complex live construction environments
* Supporting tendering, bid review, and delivery strategy alignment
* Leading within a unionised workforce environment and EBA framework
* Driving continuous improvement across systems, reporting, and operational discipline
This is a role where you are expected to take full ownership of outcomes, anticipate risk early, and drive accountability across both people and performance.

Experience Required
* Proven experience leading large teams across construction or technical delivery environments
* Demonstrated leadership of 10 plus direct reports
* Experience managing workforces of 50 to 100 plus personnel
* Strong operational and financial management capability
* Ability to drive performance across multiple concurrent projects
* Experience managing labour planning and workforce productivity
* Strong stakeholder and customer management skills at senior level
* Experience within high pressure, deadline driven delivery environments
* Unionised workforce or EBA exposure will be highly regarded
