DIRECTORATE: Infrastructure, Planning & Environment CLASSIFICATION: Grade I SALARY: A base salary of $106,005 pa with competency-based increments up to $122,966 pa 12% employer contribution to superannuation Plus 3.5% Civil Liability Allowance in addition to your Base Salary REPORTING TO: Team Leader Quality & Systems EMPLOYMENT TYPE: Permanent Full Time THE POSITION: The role will be responsible for the coordination of multi-disciplined teams within the Technical Services unit. The position has direct oversight for all technical capital delivery and strategic support functions relating to AlburyCity's water and wastewater services. This includes overseeing the simultaneous end-to-end development and delivery of a range of complex projects. Responsibilities KEY RESPONSIBILITIES: Provision of technical guidance and engineering oversight to internal and external customers through technical capacity and commercial management. Lead a progressive and effective team, ensuring delivery of outcomes to agreed levels and standards Provide leadership and direction to staff including task delegation, effective performance management, employee engagement, motivation, training, coaching and mentoring of staff and developing a teamwork approach The development and delivery of capabilities to manage and implement AlburyCity's water and wastewater capital works program. Guide and oversee the business-wide coordination of resources and project management activities to ensure 'start-to-finish' development and delivery of the Cluster's projects. Delivery technical support regarding the provision of water and wastewater services and assuring regulatory and contractual compliance. Oversee engineering investigations and project development for the design and construction of water and wastewater infrastructure. Effective control, management and resolution of any issues, risks, dependencies and scope changes to ensure efficiency and alignment with strategic approaches. Provide customers with technical support regarding the provision of water and wastewater services and assurance of their regulatory and contractual compliance. Performing other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Observing requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. Observing appropriate AlburyCity Policies and Procedures regarding day-to-day operations including Equal Employment Opportunity policies, AlburyCity's Dress Code and Standards Policy and AlburyCity's Code of Conduct. Qualifications KEY RELATIONSHIPS: Internal Our People External Our Community Other Councils State and Federal Government departments Water Industry Organisations Community and Professional Groups Contractors/Suppliers EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. In line with the provisions of the Local Government (State) Award, this position will attract a 3.5% Civil Liability Allowance, which is calculated on the base weekly rate of pay. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. This position is subject to alcohol and other drug testing. This position requires evidence of a current Australian National Police Check. This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary qualification in a relevant engineering discipline or equivalent relevant work experience. EXPERIENCE: Extensive background and experience in water and wastewater or related Engineering discipline. Significant experience in the development, construction and operation of complex infrastructure and networks. SPECIALIST KNOWLEDGE AND SKILLS: Previous oversight of capital delivery programs, technical support services and customer facing interactions. Extensive background in water and wastewater treatment and distribution systems. Proven leadership and management of diverse and multi-skilled, high performing teams. Demonstrable aptitude for working within and understanding multiple technical environments. Demonstrable commercial acumen and involvement in the delivery and improvement of customer services. Significant experience in the initiation, development and delivery of complex programs and projects relating to the delivery of outcomes. Demonstrable capability for systematic analysis and evaluation. Substantial experience in a management position.
