Senior Executive Director, Investment and Commissioning

About the Role
Reporting to the Deputy Director-General, Commissioning, the Senior Executive Director, Investment and Commissioning will lead a significant statewide function within the Commissioning division, with responsibility for approximately 143 FTE and seven direct reports. The role will lead the design, investment and implementation of service responses to family need through partnerships across government and with non-government organisations, aligned to departmental priorities.

You will provide strategic leadership across child and family programs, including family support and wellbeing services, youth support services, counselling and intervention services, and placement services. The role will oversee strategic investment, procurement, grants administration, program design, service planning, evaluation and reform activity to support responsive, inclusive and accessible services across Queensland.

This is a highly visible executive leadership role requiring strong judgement, resilience, system leadership and the ability to provide authoritative advice to the Minister, Director-General, Deputy Director-General, Board of Management and senior executives. You will work across departmental divisions, regions, advisory bodies, industry associations and funded non-government partners to improve service outcomes, build sector capacity and inform future government investment.

Key aspects of the role include:

* Leading the development, design and implementation of child and family programs across Queensland
* Overseeing strategic investment, procurement, grants administration and service commissioning
* Leading the design, planning, implementation and review of outsourced child and family services
* Building productive partnerships with government, regional, industry and NGO stakeholders
* Driving program evaluation, data-informed insights and continuous improvement
* Supporting cross-government reform to improve service coordination and performance
* Providing strategic and authoritative advice on commissioning directions and service responses
* Leading staff through a period of renewal, change and reform

This role will suit a senior executive who brings a strong combination of public sector leadership, commissioning expertise, service system knowledge and the ability to work across complex stakeholder environments. It offers the opportunity to shape investment and service responses that directly affect children, families and communities across Queensland.

About You
You are an experienced senior executive with a record of success leading in large, dynamic and complex organisations. You bring strong capability across strategy, policy implementation, service delivery, investment, commissioning and program leadership, together with the judgement and stakeholder credibility required to operate effectively at the most senior levels of government.

You will demonstrate:

* Executive leadership experience in a large, complex and changing organisation
* Strong background in strategy, policy implementation, service delivery and public sector reform
* Experience leading investment, commissioning, procurement, grants or funded service delivery functions
* Proven ability to build productive partnerships across government, industry, regions and the non-government sector
* Strong financial, commercial and analytical judgement, including budget oversight, funding submissions, contract management and performance monitoring

The successful candidate will demonstrate the leadership capability expected of a senior executive within the Queensland Government's leadership competencies framework, including outstanding judgement, integrity, resilience, achievement orientation and the ability to adapt in a constantly changing environment.

This role is banded as an SES3 Low, and offers a total fixed remuneration of $274,201 to $284,230.
