Overview
The EL1 (ICT and Digital Solutions) is responsible for leading the design and development of the Maritime Single Window (MSW) information model and associated data architecture foundations to support delivery of the MSW program and related IT and digital initiatives. The role focuses on defining and harmonising data models and schemas across agencies, aligning to national and international maritime reporting obligations (including the IMO Compendium), and shaping how information is structured and exchanged between MSW and downstream systems. Key responsibilities include confirming business and regulatory requirements with stakeholders; developing and maintaining fit‑for‑purpose plans and delivery schedules for data architecture deliverables; establishing appropriate data access, governance, security and records arrangements; undertaking data stocktakes and mapping available data sources; assessing data quality, completeness and risk; and producing core architecture artefacts such as conceptual and logical data models, data dictionaries, reference data definitions, and mapping specifications.
The role supports cross‑agency collaboration by leading data harmonisation and the development of data standards (including definitions, business rules and reference data), and by preparing material for and presenting to relevant working groups. The position is responsible for building and maintaining reusable data architecture artefacts and supporting repositories (e.g., models, schemas, specifications and documentation), and for documenting assumptions, business rules, metadata and lineage to support transparency, traceability and reuse. It coordinates validation, stakeholder endorsement and handover/knowledge transfer of architecture deliverables at key project stages. The position has no direct reports. The role lays the groundwork for MSW by supporting development of the MSW data reference model and associated supporting datasets, mapping data elements to end‑to‑end business processes to inform the redesign of regulatory forms and advising on structured data exchange and integration patterns to enable interoperability across maritime systems.
Key duties and responsibilities
* Translate business and regulatory requirements into a logical data model, including defining entities, relationships, attributes, business rules and constraints in collaboration with subject matter experts.
* Lead the design and development of the Maritime Single Window (MSW) information model, including conceptual and logical data models and associated schemas to support the MSW program and MSW‑related ICT initiatives.
* Lead mapping of regulatory reporting forms and data elements across agencies, including alignment to relevant standards and obligations (including the IMO Compendium) and documenting crosswalks and transformation rules.
* Define and maintain reference data and harmonisation approaches (including code sets, controlled vocabularies and domain definitions) to enable consistent interpretation and interoperability across agencies and systems.
* Develop and maintain fit‑for‑purpose project plans and delivery schedules for data architecture deliverables, including milestones, dependencies, risks and stakeholder engagement activities.
* Undertake data stocktakes and mapping of available data sources, including documenting data owners, access pathways, data dictionaries/metadata, and integration considerations.
* Design and document structured data exchange artefacts (e.g., XML or other structured message formats), including mappings from the logical model to exchange structures and validation rules.
* Advise on integration approaches and patterns (including event‑driven patterns where appropriate) to support exchange of MSW information with downstream systems and whole‑of‑government partners.
* Contribute to data governance arrangements, including defining data quality expectations and rules, documenting metadata and lineage, and supporting traceability from source data through to MSW and downstream use.
* Lead cross‑agency engagement on data architecture matters, including preparing papers, presenting recommendations to relevant working groups, and incorporating feedback into endorsed deliverables.
* Build and maintain reusable data architecture artefacts and repositories (e.g., models, schemas, specifications, mappings and documentation) to support transparency, reuse and efficient delivery.
* Assess data quality, completeness and fitness‑for‑purpose; identify data risks, gaps and opportunities; and recommend remediation actions or controls.
* Validate data architecture artefacts with stakeholders; ensure accuracy, consistency and traceability from requirements through to published models/specifications; and incorporate feedback through controlled iterations.
* Plan and deliver knowledge transfer and handover of data architecture deliverables (e.g., models, schemas, mappings, standards and documentation) to build internal capability and support ongoing use after engagement close.
* Ensure appropriate records are maintained in accordance with the Department’s record keeping standards.
* Exercise all delegations efficiently, effectively, ethically and in line with appropriate guidelines.
* Take reasonable care for their own health and safety, and that of others who may be affected by the worker's acts or omissions.
About the team
Surface Transport Emissions and Policy Division contributes to the wellbeing of all Australians by developing and implementing national reforms in surface transport policy and regulation (maritime, shipping, rail and road transport reforms) to achieve efficient, productive, safe, and sustainable outcomes, which are environmentally friendly and enhance Australia’s international competitiveness.
The Maritime and Shipping Branch leads on Australian shipping and ports policy and manages the associated legislative program. It also advises Government on maritime safety, trade facilitation, and environmental issues where these impact on domestic or international shipping. The Branch is responsible for coastal shipping, maritime supply chain resilience and cyber and environmental incidents in the maritime context. The Branch is the regulator for international liner shipping, shipping tax incentives and coastal trading and also manages the Tasmanian shipping programs. It represents Australia at the International Maritime Organization in partnership with the Australian Maritime Safety Authority (AMSA) and supports AMSA in delivering its obligations under the Australian Maritime Safety Authority Act 1990. The Branch works closely with industry stakeholders and other Commonwealth agencies.

About the project
The Maritime Single Window (MSW) program is a whole of government digital initiative to streamline the submission and exchange of information required for vessels arriving in, staying in and departing from Australian ports. MSW seeks to reduce administrative burden for industry and government, improve data quality and timeliness, and strengthen visibility of maritime movements to support more efficient, resilient and secure trade. The program involves coordinating policy, process and ICT changes across Commonwealth agencies and port stakeholders, including the design and delivery of interoperable digital services, data standards and governance arrangements.
Essential criteria
1. Data management: Level 5 (SFIA) - Devises and implements master data management processes. Derives data management structures and metadata to support consistency of information retrieval, combination, analysis, pattern recognition and interpretation, throughout the organisation. Plans effective data storage, sharing and publishing within the organisation. Independently validates external information from multiple sources. Assess issues that might prevent the organisation from making maximum use of its information assets. Provides expert advice and guidance to enable the organisation to get maximum value from its data assets.
2. Data modelling and design: Level 4 (SFIA) Investigates enterprise data requirements where there is some complexity and ambiguity. Plans own data modelling and design activities, selecting appropriate techniques and the correct level of detail for meeting assigned objectives. Provides advice and guidance to others using the data structures and associated components.
3. Demonstrated experience in data modelling and schema design (conceptual and logical modelling) for complex business and regulatory domains.
4. Experience translating business and regulatory requirements into logical data models, including defining entities, relationships, attributes, business rules and constraints.
5. Experience in building data reference models, data sets and supporting data artefacts (e.g., data dictionaries, mapping specifications and metadata).
6. Experience in reference data management and data harmonisation across organisations (including code sets, controlled vocabularies and domain definitions).
