APS6 – Salary: $99,734 – $112,044 per annum plus superannuation. Finance & Investment Division. Canberra, ACT.

Two APS6 Budget Officer roles – for the External Budget and Finance Portfolio Engagement team. The Budget Officer role will support the Directors and Assistant Directors to coordinate and navigate the Commonwealth Budget processes by working collaboratively with stakeholders across the Department, Portfolio entities and central agencies.

The Funding and Revenue branch is the 'policy' arm of Finance and Investment Division. The Branch is responsible for leading and delivering cost recovery services and advice, external budgets and costing support, portfolio agency engagement on financial matters, levies policy and administration, levies compliance functions and overseeing the delivery of the finance improvement strategy. Our work requires public service professionals in administrative, policy and financial roles that come together under the leadership of our directors. Our work is often high profile, and we get to engage directly with the department's external stakeholders including industry, representative groups, and our Minister.

The APS6 Budget Officer of the Finance Portfolio Engagement team will support the Director and Assistant Director of the Finance Portfolio Engagement team to be a central liaison point for the Department's portfolio entities on all external budget and finance related matters. Leading the coordination of portfolio entities to understand their regulatory responsibilities and working collaboratively with stakeholders across the Department and portfolio entities.

The APS6 Budget Officer of the External Budget team will support the Director and Assistant Director of the External Budget team to coordinate and navigate the Commonwealth Budget processes by working collaboratively with stakeholders across the Department and central agencies. This includes contributing to effective budget management and providing advice on all external budget and finance related matters to both the Department and the Minister.

Responsibilities – Finance Portfolio Engagement
* Co‐ordinating portfolio entities' responses for other financial matters, such as Questions on Notice.
* Co‐ordinating the portfolio entities input for responses to Estimates Memoranda from the Department of Finance.
* Assisting with preparation of the Agriculture Portfolio CFO forums.
* Actively seek out opportunities to improve processes and support the change progress.
* Supporting the Director and Assistant Director of Finance Portfolio Engagement team as needed in preparing briefings.
* Engaging with portfolio entities and providing advice on queries regarding the budget process and estimates.
* Assisting the portfolio entities chapters preparation and consolidation of the Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES).
* Liaising and negotiating with internal, portfolio entities and central agencies on external budget matters.
* Assisting portfolio entities with the development of costings for New Policy Proposals (NPPs) that are required for Cabinet submissions.
Responsibilities – External Budget
* Maintaining departmental and administered estimates in the Central Budget Management System.
* Developing procedures and documentation for key External Budgets functions.
* Assisting in maintaining budget trackers and promoting data discipline.
* Assisting with the development of costings for New Policy Proposals (NPPs) that are required for Cabinet submissions.
* Recording and actioning by the due date, the Estimate Memorandums released by the Department of Finance.
* Assisting with internal and external briefing requirements, including in support of the Senate Estimates process.
* Supporting interpretation of the Budget Process Operational Rules and Estimates Memoranda, and providing advice to stakeholders.
* Assisting with the preparation and consolidation of the Department's Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES).
* Liaising and negotiating with internal, portfolio entities and central agencies on external budget matters.

Please note that the merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.

QualificationsKnowledge and Experience
* Experience in the external budget process within an Australian Government entity or the ability to quickly acquire the knowledge.
* Demonstrated understanding of the Australian Government's financial framework and accounting practices in a public sector environment.
* Proficiency in the use of Microsoft Office suite with a robust and sophisticated understanding of how to use Microsoft Excel.
* Experience with the Australian Government Budget process and/or accounting qualifications are highly preferred.
Skills and Capabilities
* Highly developed communication, interpersonal and financial skills with an emphasis on working collaboratively.
* Demonstrated ability to effectively manage multiple deadlines under pressure.
* Ability to manage and achieve quality and timely outputs while working in both a team and autonomously.
* Ability to work strategically, strong problem‐solving skills and an ability to think laterally.
* Ability to always collaborate with respect and professionalism with all stakeholders.
