The CITEC Procurement team within the Department of Customer Services, Open Data and Small and Family Business is an outcome focused service team with a centre-led procurement service model delivering on the complete procurement lifecycle. Our team is responsible for transforming the approach to procurement across CITEC by driving a collaborative approach to procurement. As a key member of the team, you will manage and lead a service delivery team culture, building capability in relation to sourcing, contract management, contract administration, strategy and performance to ensure a high performing team. Understand and promote the role of CITEC within government and society. You will implement the strategic direction for CITEC Procurement Services and demonstrate how elements of the strategy fit together and contribute to higher-level goals.
Responsibilities
* Providing procurement services to CITEC ensuring alignment with the whole of government procurement approaches, frameworks and policies.
* Lead the software licence processes for acquiring, assigning, administering, receipting, and true‐up for agreed software.
* Contribute to driving cultural change within CITEC supporting contemporary procurement services, innovative delivery methodologies and service delivery enhancement.
* Working with the Executive Directors to drive CITEC's procurement agenda and contribute to its success, leading the CITEC Procurement function in line with the CITEC operating model.
* Adopt and promote a continuous improvement philosophy across CITEC Procurement and its clients by maintaining an in-depth knowledge of procurement best practices, markets and vendor conditions and exploiting any emerging opportunities to achieve improved procurement and contract management outcomes for its clients.
* Engage, consult and negotiate with industry stakeholders to secure advantageous procurement outcomes for CITEC.
* Undertake CITEC procurement performance monitoring and reporting.
About you
* Experience in procurement and contract management, governance, monitoring and reporting.
* Demonstrated organisational skills and business acumen and have demonstrated experience in managing complex teams in dynamic environments.
* Experience in reviewing procurement performance and focus on identifying opportunities for continuous improvement. You will identify key talent to support performance. You are versatile and responsive to change in requirements.
* Personal drive, focus and energy to achieve key outcomes for the organisation and encourage these behaviours in others. You will adhere to and promote the CITEC values and Code of Conduct and represent the organisation with integrity and professionalism.
* Present messages in a clear and precise manner and select the most appropriate medium for conveying information. You approach negotiations with a strong grasp of the key issues, having prepared in advance.
* Build and sustain relationships with a network of key people internally and externally.
