Our organisation The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Australian Government's primary authority on radiation protection and nuclear safety. Our purpose is to protect the Australian people and the environment from the harmful effects of radiation, through understanding risks, best practice regulation, research, policy, services, partnerships and engaging with the community. Section overview The Office for Business Support (OBS) and Chief Financial Officer is comprised of four sections: Finance, Facilities and Engineering, Digital Technology and Human Resources.
The Finance, Property, Engineering and Facilities section is responsible for ARPANSA's financial reporting, financial service operations, procurement, and travel management functions, and for delivering property, engineering and facilities management services and relevant projects for the wider agency.
The Digital Technology Section is responsible for driving the development and delivery of a range of strategic and operational Digital Technology functions. Working in partnership with ARPANSA's Executive, branches and offices, the Digital Technology Section provides services and advice on the agency's use of technology, applications, information and data, including oversight of cybersecurity, information governance and oversight of the agency business continuity management.
Human Resources is responsible for driving the development and delivery of a range of strategic and operational human resource management functions. Working in partnership with ARPANSA's branches and offices, Human Resources provides services and advice on the Agency's employment framework, workplace relations, workforce and succession planning initiatives, workforce metrics and analysis, talent management, organisational design and classification management, as well as the payroll and recruitment activities. Primary purpose of the role The role of the Deputy CFO is critical in the financial management and strategic decision-making processes of the agency. Reporting directly to the CFO and Office Head (OBS), the role will contribute to the overall financial sustainability of the agency by providing insights and recommendations on various aspects of the agency's operations including efficiency reviews and keeping the currency of our cost-recovery and fee-for-services arrangements. The role will also support the CFO and Office Head (OBS) in managing various projects, funding applications and review of ARPANSA's business models.
The key duties of the position include
The role of the Deputy CFO is critical in the financial management and strategic decision-making processes of the agency. Reporting directly to the CFO and Office Head (OBS), the role will contribute to the overall financial sustainability of the agency by providing insights and recommendations on various aspects of the agency's operations including efficiency reviews and keeping the currency of our cost-recovery and fee-for-services arrangements. The role will also support the CFO and Office Head (OBS) in managing various projects, funding applications and review of ARPANSA's business models. Key accountabilities Financial Planning and Analysis:
Collaborate with the CFO and Office Head (OBS) in developing and implementing financial strategies and plans to maintain and improve agency's overall financial sustainability. Plan, direct and coordinate all aspects of the Agency's financial activities including statutory reporting, preparation of financial statements and reporting to Government, in line with accounting standards and policies. Support the preparation of the annual budget process and reports; and cash flow projections for the Agency. Conduct financial analysis, including revenue forecasting, pricing analysis and reviews, sustainability assessment, and cost management. Prepare financial reports, performance dashboards and presentations for executive group, strategic management committee, audit and risk committee and external stakeholders. Provide strategic insights and recommendations on pricing strategies, product/service positioning, and market expansion in line with the Australian Government's pricing framework. Financial Risk Management: Assist the CFO and Office Head (OBS) in assessing and mitigating financial risks associated with business activities, such as sustainability risk, customer concentration, and market volatility. Maintain and improve financial controls and compliance frameworks to ensure adherence to regulatory requirements. Monitor key financial metrics and indicators to identify potential risks and recommend appropriate actions. Stakeholder Engagement: Build strong relationships with internal stakeholders, including executive group, business unit leaders, and other teams within the agency, to improve commercial acumen and provide business partnering services. Engage with external stakeholders, including portfolio department, internal and external auditors. Project Management: Lead, manage and assist in various projects to support the CFO and Office Head (OBS). You must hold Australian citizenship and be prepared to travel interstate from time to time as required. ARPANSA requires all new employees to obtain and maintain a National security clearance as a condition of engagement.
