About the role
CatholicCare Social Services is seeking an experienced HR & WHS Manager to join our Executive Leadership Team in Toowoomba. This senior role is responsible for the end-to-end management, resourcing, compliance and administration of Human Resources and Workplace Health & Safety systems and functions across a diverse social services operating environment. Reporting to the Deputy Director, you will lead a culture of safety, shared accountability and continuous improvement while ensuring full compliance with HR and WHS obligations. You will also actively promote the National Child Safe Principles, championing the safety and wellbeing of children and young people through consistent policy and practice.
Key responsibilities
* Lead and role-model best practice HR & WHS across the agency, embedding a strong safety culture and shared accountability.
* Establish and maintain key value chains including continuous improvement, quality assurance, incident investigation/response, risk assessment/management, policy/systems and performance reporting.
* Resolve potential and/or actual non-compliances through remedial and preventative actions.
* Develop and deliver HR & WHS communication, consultation and training programs for employees.
* Drive health, safety and wellbeing initiatives; liaise with the Diocesan WHS Representative and key stakeholders; coordinate the Health and Safety Committee.
* Ensure legal and regulatory obligations are identified, embedded and monitored; maintain internal audit schedules, site visits and controls.
* Provide senior-level HR advice and support including probation reviews and performance management.
* Lead/oversee HR and WHS investigations and incident management.
* Conduct/oversee WHS risk assessments, audits, site visits and hazard inspections.
* Oversee injury management, workers compensation and rehabilitation (in consultation with the Diocesan WHS Representative as required).
* Oversee employee compliance checks (e.g., Police Checks, Blue Card, work rights, driver's licences) and provide regular reporting and risk data for leadership and Council as required.
Qualifications & experience (what you'll bring)
* Tertiary qualification and/or relevant certifications in Human Resources and/or Workplace Health & Safety, with substantial senior-level HR/WHS experience (social services experience desirable but not essential).
* Comprehensive knowledge of WHS, Fair Work, National Employment Standards, Modern Awards, legislation, regulations and best practice.
* High integrity, discretion and confidentiality with exceptional communication and interpersonal skills.
* Strong written, reporting and computer literacy skills, including experience with contractual compliance.
* Demonstrated capability in consultation, coaching, research, investigation, injury management, risk management and auditing.
* Ability to work independently with minimal supervision.
* Willingness to work within the Mission and Vision of CatholicCare.
Mandatory requirements
* Current (or eligibility for) QLD Working with Children Check – Blue Card.
* Evidence of Australian work rights (if applicable).
