Program Cost Schedule Analyst – Ultra Maritime

Responsibilities
Project Scheduling
- Setup cost control systems to monitor and control cost and schedule for project.
- Perform analysis and prepare reports to ensure the contract is delivered within the negotiated and agreed parameters, adhering to the government cost control guidelines.
- Develop framework and baseline for project cost, schedule, and risk for project.
- Ensure correct utilisation of Earned Value Management standards, processes, and systems to enable the timely and accurate reporting of the performance measurement of the project cost, schedule, risk, and scope through the period of project performance.
- Experience in applying scheduling and EVM Principles, Critical and Driving Path methodologies and Baseline Control.
- Project Administration experience and ability to prepare, analyse and interpret complex reports.
Project Execution
- Estimating preparation.
- Develop WBS structures and control accounts.
- Prepare proposals in accordance with company policies, proposal instructions, and Government regulations.
- Support and participate in cross functional teams to support bid and proposal activities.
- Utilise pricing software and models to calculate costs and price.
- Participate in proposal development and compliance meetings, such as pricing strategy discussions, price-to-win, risk reviews, peer reviews, and bid/no-bid decisions.
- Provide financial data utilized in the review and approval of proposal pricing.
- Conduct cost analysis by reviewing labour & material bases of estimates, and direct/indirect rate verification.
- Provide input into the program budgeting and forecasting process.
- Ensure resource profiles are levelled for each project.
- Ensure project risk is managed effectively for each project.
- Where required develop, progress, and monitor program schedule.
- Project Setup in IFS.
Project Reporting
- Establish Budget At Completions and support program Estimate at Complete (EAC) process, ensure compliant assimilation and presentation of program estimates that facilitates efficient communication, review, and approval.
- Support Program Managers with return to Green plans.
- Incorporate budget change management in project results.
- Publish monthly Contract Status Review (CSRs) for agreed programs.
- Perform variance analyses on costs and scope, and report on related risks and opportunities, supporting project management in resolution of outstanding issues.
- Provide recurring & ad hoc reports to Program Managers and other stakeholders. Provide support for audit material and issues related to Program Cost Management.
- Support month-end close processes.
- Earned value reporting as required.
Key Competency Requirements
- Strong analytical skills and understanding of Earned Value Management (EVM) preferred.
- Highly competent in use of Microsoft Office products (Excel, Power Point, etc.).
- Demonstrable high degree of computer literacy including familiarity with accounting and/or ERP system(s).

- A sound understanding of program cost accounting / project accounting is essential.
- Self‑motivated with the ability to work autonomously whilst able to motivate others around the business.
- Positive communicator who is highly analytical, with good attention to detail and able to prioritise tasks.
- Creative and pragmatic in approach whilst being well organised and calm under pressure.
- Prepared to multi‑task and work flexibly to achieve all deadlines.
- Ability to obtain a government security clearance in country of residence.
- Focus on process improvement opportunities for the division.
- Demonstrates behaviours that align with and promote company’s values.
Experience
- Experience with GAAP, IFRS accounting standards.
- Experience with Open Plan, Cobra and Pro Pricer.
