Period of Appointment

Appointment to the role is on a f ixed term flexible basis (up to 73.5 hours per fortnight) for five (5) years.

Duties

* Lead the Corporation's strategic financial planning including informing the development and execution of investment and capital management strategies. This includes cash flow oversight, funding optimisation, debt structuring, investment options and maintaining strong relationships with the Department of Treasury and Finance, financial institutions and advisors. It also requires proactive identification and implementation of risk management strategies to optimise outcomes from the funds available and return on investment.
* Oversee commercial finance operations, including budgeting, forecasting, long-term modelling, financial governance, and the development of KPI dashboards to monitor performance. This includes forecasting future debt and equity requirements for development projects, contributing to long-term cash flow planning and financial sustainability.
* Maintain, continuously improve and monitor the Corporation's financial frameworks, strategies and systems, financial risk management and internal control systems; and oversee the Corporation's funds, investments and major projects impacting financial performance. Ensure the timely preparation, accuracy and quality of major reports, briefings, corporate policies and plans, and budget documents, submissions and correspondence. Set policies and standards and drive continuous improvement across the Corporation to support high standards in contract management, financial control, compliance with procurement and financial management processes, probity requirements and reporting.
* Ensure the Corporation meets its financial, governance and compliance obligations in accordance with applicable laws and regulations and government policies—including Treasurer's Instructions and Ministerial Directions.
* Support the procurement of construction partners for large complex infrastructure projects, working proactively and collaboratively with colleagues in support of effective procurement decisions, including consideration of value and risk allocation in order to protect the Corporation's interests and incentivise contractor and supplier performance.
* Contribute to strategic growth initiatives by performing or overseeing financial due diligence, feasibility assessments, preparation of strategic business cases, contributions to commercial evaluations, support in transaction execution, and post-transaction integration.
* Contribute to the commercial development of the site by supporting internal and consulting commercial leads in the financial analysis, assessment, documentation and management of joint ventures, structures and processes to support development opportunities, partnerships and relevant market models, ensuring alignment with strategic, financial, people, risk and stakeholder management objectives.
* Support the CEO and the Executive Leadership team in developing and maintaining a positive, delivery-focused corporate culture. This includes leading by example, active contributions in leadership and team meetings and respectfully coaching or influencing team members across the organisation as needed – to ensure a positive, delivery-focused culture is evident with appropriate balance of strategic, financial, people, risk and stakeholder management objectives.
* Provide timely, accurate and appropriate advice to the CEO, project governance, Board and relevant Ministers, ensuring financial and strategic impacts are clearly understood and factored into decision-making.
* Lead and mentor the finance team, fostering a high-performance culture and supporting professional development and maintain strong financial controls. Hold workshops and briefings as appropriate to give and receive input and guidance on financial planning.
* Maintain a strong working knowledge of the Corporation's finances and commercial arrangements, risks and opportunities, including to support accurate reporting, escalation and representation of the Executive Team and organisation internally and externally including in hearings and scrutiny processes, reviews, governance forums and Board meetings.
* Minimum of a bachelor's degree in Finance, Accounting, Business, or a related discipline.
* Be a Certified Practising Accountant (CPA) in Australia .
* 5 years of experience in a senior leadership role with a focus on financial management in the implementation of corporate strategy, investments, or leading financial management/control.
