About the Opportunity
The Team Leader, FCL Specialist Services leads and manages the complex environment of flight crew licencing, managing a multidisciplinary team of licencing, examination, aviation english language proficiency (AELP) and aeronautical radio operator certificate (AROC) specialists in delivering technical regulatory services in the Client Services Centre (CSC).
FCL Specialist Services team is the national interface with industry for on-going specialist support required for flight crew licensing. The team Leader is responsible for maintaining effective communication with industry stakeholders and exercising high level judgement, autonomy and resolution of complex to highly complex flight crew licensing services.
The Team Leader, FCL Specialist Services, is responsible for the following deliverables:
* Leads and manages the FCL Specialist Services team ensuring the effective delivery of services and advice to industry, CASA and the broader aviation community.
* Manages the input and advice with difficult and/or highly complex flight crew licensing issues affecting the Australian aviation industry and CASA.
* Contributing effectively through specialist advice to the development of and implementation of CASA’s Corporate, Divisional and Branch Business and Risk Management Plans.
* Liaises with Operational areas, Legal and International and Regulatory Affairs in relation to flight crew licensing and enforcement matters.
* Assists with safety education.
* Ensure team members are effectively trained to carry out their functions, ensuring compliance with the necessary corporate and technical training requirements, in accordance with CASA policies.
* Manage complex to highly complex flight crew licensing application assessments, advice and undertake surveillance tasks as required.
* Schedules audit and compliance of flight crew licensing activities including third party provided services.
* Work collaboratively with internal and external stakeholders, including regulated entities, Australian government agencies and international agencies and be able to present the agency’s position on both strategic and highly complex technical and or regulatory matters.
* Participate in ICAO related activities and CASA regulatory development and update programs related to Flight Crew Licensing.
* Required to exercise prescribed delegations as authorised in an effective and efficient manner.
* Promotes a culture of innovation and continuous improvement in the provision of regulatory services and surveillance.
* Develop and maintain positive relationships and promote open communication with internal and external key stakeholders.
* Monitors and measures the quality of flight crew licensing performed by the technical team and reports regularly on the activity of the team.
Ideal Candidate
Our ideal candidate must demonstrate the following:
* Hold a Flight crew licence as referenced in the qualifications.
* Demonstrated experience in managing and leading a technical team.
* Strong background in aviation operations and comprehensive working knowledge of Australian aviation legislation in relation to flight crew licencing requirements.
* An advanced understanding of ICAO requirements relevant to Flight Crew Licensing.
* Demonstrated high level written and verbal communication skills with the ability to interpret complex information, prepare high quality written materials and present effective arguments to complex issues.
* Ability to independently exercise judgement in handling complex queries and supporting other team members in knowledge sharing to achieve outcomes.
* Demonstrated high-level and complex problem-solving skills with the ability to develop and implement procedures, improve processes, provide flexible solutions, and achieve results.
* A high-level understanding of quality assurance and risk management principles.
* Demonstrated experience as a lead auditor, including any relevant qualifications in lead auditing.
* Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.)

Hold a type rating on one of the following (or similar) aircraft types:
* Turbo prop (e.g. Dash 8, ATR 42/72, SAAB 340)
* Single aisle jet (e.g. B737, B717, A320, Bae146)
* Twin engine/twin aisle jet (e.g. B767, A330, B787, B777)
* Four engine/twin aisle jet (e.g. B747, B774, A380); or
