Purpose
To manage the delivery of road construction and upgrade projects, including gravel re-sheeting, bitumen rehabilitation, and bitumen upgrades. The role ensures projects are delivered efficiently, within budget, and to the required quality and safety standards, whether delivered by contractors or Council\'s own workforce. Additionally, the position is responsible for contract administration, budget management, and compliance with relevant legislation and Council policies, ensuring best practices in road construction and infrastructure delivery.
Key Responsibilities
Project Management, Planning, and Delivery
- Manage the planning, coordination, and delivery of road construction and upgrade projects, ensuring alignment with Council\'s capital works and maintenance programs.
- Oversee project scope, budgets, schedules, and quality standards to ensure timely and cost-effective delivery.
- Coordinate and supervise gravel resheeting, bitumen rehabilitation, and bitumen upgrade works, ensuring compliance with relevant engineering and construction standards.
- Ensure projects are delivered effectively, whether through external contractors or Council\'s own workforce, selecting the most appropriate delivery method based on project requirements, resources, and budget.
- Provide leadership and technical guidance to Council\'s workforce where projects are delivered in-house, ensuring efficient use of resources and adherence to Council\'s policies and procedures.
- Monitor and assess project progress, identifying and addressing risks, variations, and potential delays.
- Ensure compliance with workplace health and safety (WHS) requirements, environmental regulations, and Council policies throughout project delivery.
- Provide technical advice on road construction methodologies, material selection, and best practices to optimise project outcomes.
- Implement effective reporting procedures to track project performance and compliance with contractual and operational requirements.
- Manage relationships with contractors, internal teams, and service providers, ensuring performance meets contract specifications and Council expectations.
Contract and Procurement Management
- Prepare contract documentation, including specifications, technical drawings, and procurement documents for road construction and upgrade projects.
- Manage tendering and procurement processes in line with the Local Government Act 2009, Local Government Regulation 2012, and Council\'s procurement policies.
- Administer contracts, ensuring compliance with agreed terms, budget allocations, and key performance indicators.
- Oversee contractor performance, conduct site inspections, and assess progress payments, variations, and claims.
- Ensure appropriate contract management processes are followed for externally delivered projects and internal procedures are adhered to for workforce-led projects.
- Support procurement improvements to enhance efficiency and value for money in infrastructure delivery.
Stakeholder and Community Engagement
- Engage with internal and external stakeholders, including community groups, property owners, government agencies, and service providers, to ensure effective communication and project coordination.
- Provide timely and transparent updates on project progress, addressing concerns and responding to inquiries professionally.
- Represent Council in discussions regarding road construction projects, ensuring stakeholder expectations are managed effectively.
Qualifications And Licences
To be successful in this role, you will need to demonstrate that you meet the following requirements:
Mandatory
- Tertiary qualification in Civil Engineering.
- Current C (Car) Class Driver Licence.
- General Construction Induction (White) Card.
- Tertiary qualifications in Project Management or a related discipline, with extensive relevant experience.
- Experience in road construction, maintenance and rehabilitation project management.
