About the role...
Reporting to the Chief Executive Officer and forming part of the Executive Management Team, the Director Development & Infrastructure Services leads two separate departments, Works and Development, each with distinct functions and responsibilities. The role provides executive oversight across both areas, ensuring alignment with Council's strategic objectives while maintaining strong operational performance.
This position combines long-term strategic planning with active, hands‐on leadership. In addition to guiding infrastructure, asset and development strategy, the Director works closely with managers and staff to address operational matters, support balanced and community‐focused decision‐making, and ensure services are delivered efficiently and in accordance with legislative and governance requirements. Success in this role requires a leader who is equally comfortable shaping direction at a strategic level and engaging with the practical detail of day‐to‐day operations.
What you will do...
* Lead and support the Works and Development teams to deliver high-quality services to the community
* Provide hands‐on operational guidance to staff, assisting with complex and sensitive matters
* Drive long‐term asset management planning and capital works delivery
* Oversee development assessment, regulatory and environmental health services
* Align departmental objectives with Council's Strategic Plan and Long‐Term Financial Plan
* Manage significant operational and capital budgets with strong financial oversight
* Ensure compliance with statutory, governance and Work Health and Safety obligations
* Prepare and present strategic reports and recommendations to the CEO and Elected Members
* Strengthen relationships with Elected Members, staff, developers, community stakeholders and government agencies
* Support procurement, tendering and contract management to deliver quality infrastructure outcomes
* Build organisational capability and lead a high‐performing, multi‐disciplinary team
What we are looking for...
* Proven senior leadership experience in infrastructure, planning, asset management or a related field
* Strong strategic thinking and ability to manage complex organisational priorities
* Demonstrated experience overseeing capital programs, procurement and contract management
* Sound financial management and budgeting expertise
* Highly developed communication and stakeholder engagement skills
* Confidence operating within politically sensitive or government environments
* A collaborative and values‐driven leadership approach
* Experience in local government will be highly regarded
