Reporting directly to the Chief Executive Officer, you will join a high-performing Executive Leadership Team and lead a diverse directorate shaping the future of essential service delivery across the Fraser Coast Region. This role will drive long-term planning, commercial sustainability, regulatory compliance, and cultural transformation across Council's water, wastewater, waste and resource recovery functions.
As the head of a large, complex, and highly skilled directorate, covering operations, engineering, resource recovery, networks, business services, and executive support staff with diverse skills and specialists delivering year-round essential services, you will bring a collaborative, empathetic, and safety-first leadership style, coupled with the ability to engage at all levels - from field crews and operations to Councillors, Advisory Committee members, and state regulators.
The position plays a central role in shaping a forward-looking culture within the Directorate, aligning it with Council's organisational values (TRAITS) and a strong governance framework setting a new tone of commercial focus, service excellence and strategic delivery. With challenges including managing ageing infrastructure, increasing compliance pressures, and major capital project demands, you must bring extensive water and sewerage expertise and a proven track record of leading significant infrastructure or service delivery within large organisations.
Demonstrated high-level political acumen and communication skills are required with the ability to translate complex technical content into clear, actionable advice. A nuanced understanding of the financial dimensions of service delivery, revenue and funding challenges in the water business including and preparing the directorate for regulatory shifts and ensuring capital project readiness is essential.
Candidates will ideally hold tertiary qualifications in a relevant discipline, with post-graduate or project management considered advantageous.
