The role

The Business Applications Technical Lead is a key leadership position within Technology Services who leads the in-house development and support of custom applications and capabilities. The key activities of the position include:

- Full stack development, from front-end user interfaces through to databases, identifying and utilising the most appropriate technologies.
- Facilitating decision making for software design, planning, implementation, and deployment activities.
- Supporting the team’s pipeline automation, taking responsibility for the ongoing support of production capabilities.
- Actively engaging with users, identifying issues and developing new features to meet business needs.
- Leading teams through upskilling, including peer programming, leading code reviews, implementing relevant project management practices, providing feedback and mentoring.
- Contributing to technical cohort expertise and collaboration with internal and external stakeholders.

Key accountabilities:

- Drive technical delivery for the agency’s applications effectively within a complex technical environment.
- Undertake full stack applications development throughout the design, planning, implementation and deployment lifecycle.
- Mentor and guide technical staff to grow technical capabilities and expertise.
- Engage stakeholders, peers and users to define, and respond to requirements.
- Actively contribute to technical strategy, policy and procedures.
- Apply technical skills in an cutting-edge, proactive and experienced way to solve complex problems.

The requirements:

Experience

- Strong technical skills, with the ability to deliver on their work and contribute towards team deliverables.
- Ability to lead software development teams and build productive working relationships with the technical cohort.
- A focus on meeting best practices for code quality, performance and security.
- Significant experience in software development with proven delivery.
- Strong collaboration and user engagement skills.
- Ability to understand full stack development environments and have informed discussions with other technical staff.
- Ability to work with minimal direction and lead a small technical team to achieve outcomes, drawing on subject matter expertise.
- Ability to develop, test, review and document complex applications.
- Ability to provide technical guidance and mentoring to team members on software development.
- Ability to allocate work, set priorities and develop strategies for a small development team.
- Ability to facilitate knowledge transfer and maintain a comprehensive knowledge base.

Mandatory

- Demonstrated experience in developing, implementing, and supporting high performance scalable Spring Boot or J2EE applications on Linux platforms using agile and lean practices.
- Proficiency in the following:

- Java
- Application frameworks like Spring Boot 3/Spring 6
- Service Oriented Architecture / Web Services - SOAP / REST
- Web Technologies and frameworks like Bootstrap, Thymeleaf, HTML, CSS, JavaScript and JQuery
- Build tools like Maven
- An IDE like IntelliJ
- Automated testing
- Unit testing tools like JUnit or Test NG, and unit testing strategies
- Source control tools such as GitHub

Desirable

- Well versed in:

- js
- ECMAScript 6
- Red Hat Enterprise Linux (RHEL) 8
- Continuous integration tools like Jenkins
- Source code quality analysis tools such as SonarQube
- SQL database tools like SQL Developer, Oracle database, Toad
- Apache Kafka
- Story, bug tracking and documentation tools such as JIRA and Confluence
- Ability to cross skill in other technologies, such as Oracle ADF (legacy software scheduled for redevelopment in Java)
