Chief Counsel, Treasury and Finance The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyond-infrastructure with sustainability at its core. The Chief Counsel provides strategic legal leadership for AIIB's financial operations, including funding, capital markets, treasury investments, asset-liability management, and related compliance frameworks. The role advises on the legal structuring and execution of a broad range of financial transactions and instruments, including bond issuances, derivatives, and repo operations. The Chief Counsel ensures that AIIB's treasury activities are conducted in line with best market practice, applicable regulatory standards, and institutional safeguards, including those related to financial sanctions and export control compliance. The role also guides legal engagement with internal and external stakeholders-including financial regulators, rating agencies, and legal counsel-and contributes to the development of institutional policies and legal standards governing the Bank's financial operations.
Responsibilities:
* Lead the legal strategy supporting AIIB's treasury and financial operations, including capital markets, asset-liability management, and derivative transactions.
* Oversee legal advice related to liquidity management, investments, institutional safeguards, and regulatory compliance tied to treasury activities.
* Coordinate the legal review of financial policies, instruments, and structures to align with market standards and regulatory expectations.
* Integrate legal considerations into treasury innovations, such as ESG bonds, repo facilities, and central bank arrangements.
* Advance institutional legal positions on financial compliance, including sanctions and export control matters, ensuring alignment with applicable standards and reputational safeguards.
* Advise the treasury, finance, and risk departments on legal risks associated with funding operations, financial instruments, and market conduct.
* Collaborate with peer institutions, financial regulators, and external legal experts to harmonize legal practices in treasury operations and compliance.
* Represent LEG in external engagements related to debt issuance programs, investor briefings, and regulatory dialogues on sanctions regimes or export controls.
* Mentor and lead treasury legal staff, fostering professional growth and institutional alignment.
* Direct the preparation, negotiation, and execution of legal documentation for capital markets transactions, funding arrangements, and derivative contracts.
* Design and oversee governance protocols for legal compliance in treasury operations, including the management of sanctions-related and export control issues.
* Establish internal legal controls and workflows that enable the effective identification and mitigation of compliance risks in financial transactions.
* Lead the legal input to credit rating processes, ensuring that institutional legal structures and commitments are appropriately reflected.
Requirements:
* Minimum 15 years of relevant post-qualification legal experience, with a strong academic background and qualification to practice law in at least one jurisdiction.
* Demonstrated legal expertise in treasury and finance operations, including:
* Capital markets, debt issuance programs, and investor disclosure requirements.
* Derivative transactions, repo and securities lending, asset-liability management, and liquidity operations.
* Financial regulatory compliance, including legal issues relating to credit ratings, market conduct, sanctions, and export control laws.
* Proven experience advising on legal and institutional aspects of treasury operations at a multilateral development bank, international financial institution, or comparable private-sector institution.
* Ability to translate complex financial and regulatory concepts into clear legal advice that safeguards institutional interests while facilitating innovation.
* Sound understanding of global financial markets and instruments, and familiarity with legal risk-management frameworks relevant to sovereign and non-sovereign finance.
* Strong interpersonal and communication skills, with the stature and credibility to lead legal dialogue with internal business leaders, regulators, and external counsel.
* Proven ability to lead and manage legal professionals and to guide multidisciplinary teams working on financial policy and transaction matters.
