The Role
As an Emanation Security (EMSEC) Technical Specialist, you will be provided with specialist training to enable you to undertake planning, testing, surveying, inspecting, certifying and reporting of all EMSEC related activities within the Royal Australian Navy (RAN). This includes the active management of stakeholders and managing expectations when providing advice to the fleet and acquisition programs.

You will assist with the maintenance of the fleet EMSEC register and liaise with customers to coordinate activities and requirements, ensuring platforms and facilities maintain accreditation. To perform effectively in the role a significant level of specialist training will be provided, however a base understanding of radio frequency systems and the use of electronic test equipment is required.

The position operates out of Canberra but requires regular travel within Australia, anticipated to be 25% of the year. On-site tasks generally require after hours (night and weekend) work, which is supported by overtime payments.

Note: The successful applicant will require bilateral peripheral hearing within normal limits across the 300Hz to 5kHz audio spectrum. A hearing test will be required prior to employment - the cost will be covered by the Department.

About our Team
The Directorate of Navy Engineering EMSEC Cell is a small team based in Canberra within the Maritime Information Warfare Centre of Expertise supporting Director General Engineering - Navy. The EMSEC Cell provides a high level of specialist and professional advice on how to manage low-level radio frequency emissions across a range of ICT and communications equipment.

The team is responsible for understanding and implementing a range of standards when inspecting, testing and analysing Navy's communications systems and report on compliance and technical risk of the various systems.

The reports generated by the EMSEC Cell provide the evidence required against a range of Navy Fleet, Air and Shore units to conduct risk assessments for the accreditation authority, allowing informed decisions to be made and enable Navy's authority to operate secure communications equipment. These assessments are the cornerstone of robust communications security within Navy's deployed Information Environment.

Our Ideal Candidate
The ideal candidate will be able to demonstrate the following characteristics:

* Knowledge and experience in design, installation, testing or support of communications and information systems;
* Knowledge and experience in the field of Emanation and Communication Security (EMSEC and communications security (COMSEC)) practice and principles;
* Understanding of technical certification requirements applicable to military systems or equivalent civilian systems (e.g. DNV, Lloyds, Civil Aviation Safety Authority);
* Ability to develop test plans, reports, and risk assessments based on defined standards;
* Demonstrated ability to adaptively learn and apply problem-solving skills;
* Developed communications, ICT and client service skills;
* Team leadership skills in exercising sound judgement to coordinate and organise test programs;
* Availability to travel for periods of up to three weeks at a time.
