In this role you’ll help implement digitally-enabled change to support critical business transformation activities, and engage with diverse stakeholders, including senior executives, subject matter experts and teams, with diverse interests and sensitivities, to get the job done.

A day in the life of the Change Manager in this role includes:
* Designing and embedding a practical, fit-for-purpose change framework for the Branch, complete with tools and templates that genuinely lift capability and make change easier to lead.
* Advising and coaching project and program teams to drive successful adoption, helping them anticipate resistance, engage stakeholders confidently, and land change in a way that builds trust and momentum.
* Working closely with the Portfolio Office to shape cohesive change strategies, roadmaps and integrated plans, thoughtfully sequencing initiatives to reduce fatigue and improve the overall change experience.
* Tracking and reporting on change progress and benefits realisation, keeping leaders informed, identifying risks early, and ensuring outcomes remain front and centre.
* Building strong relationships with senior executives, managers and frontline teams, establishing an active change champion network that creates shared ownership and visible support across the Branch.
* Assessing organisational readiness and identifying potential barriers early, then designing practical mitigation strategies to support a smooth and well-managed transition.
* Developing clear change impact assessments and tailored change plans for individual initiatives, ensuring the business understands what is changing, why it matters, and how they will be supported.
* Leading and coordinating change activities across multiple concurrent projects, using the champion network effectively to extend reach, influence and consistency.
* Partnering with teams to identify training needs and shape targeted learning plans, equipping business users and IT stakeholders with the skills and confidence to operate in new ways of working.
* Supporting program teams to define, map and track benefits, ensuring value is clearly articulated, measurable and realised over time.
* Staying engaged beyond go-live, helping embed new behaviours, reinforce adoption, and sustain outcomes long after initial implementation.
And you’ll possess these essential skills:
* You bring 7+ years’ experience as an Organisational Change Manager and a strong track record of helping complex organisations land change successfully.
* You know how to design practical, fit-for-purpose change frameworks, strategies and plans that work across large portfolios (not just on paper, but in real life!)
* You’ve led change across complex public sector programs and projects, confidently navigating competing priorities, governance requirements and diverse stakeholder groups.
* You’re comfortable working across both waterfall and agile delivery environments, and you know how to integrate change management seamlessly into program and project delivery.
* You understand benefits realisation: from shaping clear benefits artefacts through to tracking and supporting the ongoing delivery of value.
* You don’t apply methodology blindly. You tailor your approach to suit the context, complexity and culture of each program, and you hold a recognised change management certification to underpin your practice.
Bonus points if you:
* Are PROSCI certified
* Understand Parliamentary processes and institution of Parliament
* Are based in Canberra
