Join Our Team: Strategic Sourcing Officer | Moranbah
Are you a procurement professional with a strategic mindset and a passion for delivering value across major works and Council-wide arrangements? We're looking for a Strategic Sourcing Officer to join our Contracts and Procurement team and help shape the future of sourcing at Council.
About the Role:
Reporting directly to the Manager Contracts and Procurement, the Strategic Sourcing Officer will lead sourcing activities for major works and whole-of-Council contracts. This role is key to managing the Source to Contract (S2C) lifecycle and planning for both Capex and Opex pipelines. While the position has no direct reports, it provides guidance to Contracting Facilitators and the Procurement Administration Support Officer and may be required to relieve the Manager when needed.
* Guidance: Support and guide Contracting Facilitators and Procurement Admin staff, promoting compliance and respectful collaboration.
* Strategic Planning: Develop and manage sourcing strategies, annual programs of work, and procurement timelines aligned with Council objectives.
* Contract & Lifecycle Management: Oversee the Source to Contract (S2C) lifecycle, including supplier arrangements, renewals, and asset disposals.
* Stakeholder Engagement: Collaborate with internal teams to define sourcing needs, conduct risk and change impact assessments, and lead cross-functional initiatives.
* Market & Value Analysis: Perform market research, benchmarking, and value analysis to identify savings and improvement opportunities.
* Process & Compliance: Ensure procurement activities comply with legislation and Council policies, maintaining accurate documentation and systems (e.g., Tech One, Vendor Panel).
* Training & Support: Provide procurement advice, develop training materials, and deliver guidance to Council employees.
* Governance & Evaluation: Participate in tender evaluations, act as probity advisor

* 15 Days' personal leave per annum
* Up to 14.5% super in accordance with IRC's Certified Agreement

Experience
* Proven experience in managing contracts and procurement processes.
* High-level proficiency in Microsoft Office suite.
* Experience in local government procurement is desirable.
Qualifications
* Tertiary qualifications in Contracts and Procurement or equivalent experience.
* Qualifications in Business or Supply Chain Management are desirable.
* Current C Class Open Australian Driver's Licence is required.
