Responsibilities
- Ensure extant contracts are delivered in line with contractual requirements and baseline performance metrics.
- Demonstrate a strong level of experience in negotiation and stakeholder engagement.
- Manage ASDEFCON contracts through the delivery phase, including review of contract deliverables.
- Develop, implement, and maintain the Contract Management Plan, including tools, processes and systems.
- Monitor and report the Contractor’s performance against contractual obligations, including on-time CDRL deliveries, and expedite as required.
- Assure contract delivery aligns with Commonwealth and Defence Policy.
- Represent the project at key contract meetings.
- Manage the Commonwealth’s timely review of contract deliverables (CDRLs, milestone certification, invoices, etc.), tracking and expediting as required.
- Initiate Commonwealth Contract Change Proposals (CCPs) as required and manage the Commonwealth’s timely response to Contractor-initiated CCPs in accordance with the Contract.
- Implement and maintain liability risk assessments and identify commercial risks and treatment methodologies.
- Proactively monitor and record contract-related issues to ensure they are resolved swiftly or escalated for resolution as needed.
- Maintain a log of formal correspondence and ensure it is dealt with in a timely manner.
- Support resolution of contractual claims and disputes.
- Participate in contract workshops and forums as required.
- Represent the Government (CoA) with Commonwealth interests and values.
Procurement and Commercial
- As required, participate in procurement in line with appropriate procurement policies, capability requirements, and best practice.
- Development of procurement plans and input into the conduct of a continuous capability development and deployment paradigm.
- Ensure contract requirements align with Commonwealth and Defence Policy.
- Appropriate management of probity and procurement evaluation.
Qualifications and Experience
- Formal contracting qualifications, e.g., Certificate IV in Contracting and Procurement or higher (highly desirable).
- Experience in ASDEFCON suite of contracting templates or equivalent complex contracting documentation.
- Experience in the CASG / Defence (preferred).
