We are seeking a Procurement Manager to lead end-to-end procurement activities for a government agency. Our client is shaping critical operational capabilities by managing procurement activities and commercial agreements that support the IT Operations and Communications portfolio. This role will focus on leading end-to-end procurement processes, maintaining and renewing existing commercial arrangements, and establishing new contracts to deliver value, compliance, and operational efficiency.
Key Responsibilities
* Lead end-to-end procurement processes for ICT and operational systems, ensuring compliance with NSW Government frameworks and internal procurement policies.
* Develop, draft, negotiate, and manage contracts under relevant NSW Government schemes, including ICTA, Core&, SCM0020, and SCM0053.
* Partner with internal stakeholders to forecast, plan, and prioritise procurement activities.
* Drive vendor and contract performance management, ensuring SLAs and KPIs are met, and continuous improvement initiatives are implemented.
* Provide commercial advice, manage procurement risks, and present insights and recommendations to senior leadership for informed decision-making.
* Ensure all procurement activities meet governance, reporting, and disclosure obligations.
* Build and maintain strong relationships with internal teams, legal advisors, vendors, and procurement board owners to support successful outcomes.
* Contribute to developing and refining procurement strategies to shape the future supplier and commercial landscape.
Skills & Attributes
* Strong ability to manage procurement and contract formation processes end-to-end, including negotiation and governance.
* In-depth knowledge of NSW Government procurement frameworks (ICTA, Core&, SCM0053, and other relevant schemes).
* Broad understanding of ICT service delivery principles and operational systems.
* High-level analytical, problem-solving, and commercial risk management skills.
* Exceptional written and verbal communication skills, with proficiency in MS Office tools.
* Proven ability to manage multiple priorities with competing timelines.
Skills & Attributes
* Strong capability in end-to-end procurement and contract management, including negotiation and governance.
* In-depth understanding of NSW Government procurement frameworks (ICTA, Core&, SCM0020, SCM0053, etc.).
* Broad knowledge of ICT service delivery and operational systems.
* Excellent analytical, problem-solving, and risk management skills.
* Strong communication and stakeholder engagement skills, both written and verbal.
* Proven ability to manage multiple priorities and deliver within tight timelines.
Experience
* Demonstrated experience in procurement and contract management, ideally within NSW Government or other complex frameworks.
* Hands-on experience in vendor relationship management and ensuring operational performance compliance.
* Experience establishing or maturing procurement functions or implementing best-practice processes.
