Primary objective
Provide strategic leadership and operational oversight of civil infrastructure delivery programs, ensuring projects are
delivered on time, within scope, and within budget. Lead the planning, procurement, and construction of critical
infrastructure projects, managing project risks, stakeholder expectations, and resource allocation to support the
department’s infrastructure objectives.
Context statement
The Executive Director Civil Construction is responsible for the end-to-end delivery of civil infrastructure projects across
the department’s portfolio, including roads, civil works, and land development projects. The role involves managing project
teams, contractors, and stakeholders to ensure successful project outcomes aligned with government priorities. The role
also oversees environmental and community impact management throughout project delivery.
Key duties and responsibilities
1. Provide strategic leadership for civil infrastructure delivery, ensuring projects are planned, procured, and delivered
efficiently, safely, and within budget.
2. Oversee project management functions, including scope definition, scheduling, risk management, and stakeholder
engagement, to ensure timely project delivery.
3. Lead the development and implementation of project delivery frameworks, including procurement strategies, contract
management, and quality assurance processes.
4. Manage project teams, contractors, and consultants, fostering a culture of safety, accountability, and continuous
improvement.
5. Monitor project performance, including cost, schedule, and quality metrics, and implement corrective actions as needed.
6. Build and maintain robust relationships with internal teams, government agencies, industry partners, and community
stakeholders to support project delivery and stakeholder satisfaction.
7. Oversee project budgets, resource planning, and procurement processes, ensuring value for money and efficient use of
resources.
8. Lead risk management and safety initiatives related to civil construction, including managing environmental and
community impacts, and ensuring compliance with safety standards.
Selection criteria
Essential
1. Extensive experience in civil infrastructure project delivery, including planning, procurement, and construction
management.
2. Proven ability to lead multidisciplinary teams and manage large, complex projects within scope, time, and budget.
3. Strong stakeholder engagement skills, with experience working with government, industry, and community stakeholders.
4. Demonstrated success in managing project risks, safety, environmental, and community impacts, and compliance.
5. High-level financial and resource management skills, including budgeting and contract management.
6. Excellent leadership, communication, and negotiation skills.
Desirable
1. Tertiary qualification/s in a relevant discipline.
